MAYOR’S MONTHLY REPORT
SEPTEMBER 2006

TRAFFIC CONTROL: The MPD issued a total of 402 traffic citations, this being 11 more than same time last year. The MPD made 15 arrests for DUI, this being 1 more than same last year. Radar citations totaled 200, this being 24 less than same time last year. The traffic officer issued 14 parking citations. The MPD handled a total of 100 traffic accidents, this being 15 more than same time last year. There were 53 property damage accidents, 20 injury accidents, there were 28 accidents that occurred on private property. Of the above accidents, there were 22 hit-skip accidents and there were 4 accidents that occurred as a direct result of alcohol and/or drugs. There were 0 bicycle accidents, there were 2 pedestrian and 1 motorcycle accidents. The MPD investigated 3 accidents involving juveniles resulting in 0 reported injuries. There were no fatal accidents. There were 83 motor vehicles towed by the MPD, this being 3 more than same time last year. Of the above tows, 35 vehicles were towed from traffic accidents, 2 for traffic offenses of some type, 25 as a direct result of an arrest and 3 misc. tows. The traffic officer mailed 8 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 14 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 14 motor vehicles. The traffic officer issued or acted upon 21 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. As of the last day of the month there were 53 motor vehicles sitting upon the Police Impound Lots. Of the 53 vehicles several are waiting for court order to dispose of them. METERMAID: Total number of tickets issued 299; By parking enforcement 265; By police officers 19; Towed vehicles with tickets 15. Outstanding tickets 419. Total number of PAID violations 259; Number of parking permits issued 218. Revenue received from PAID violations $2,330.00; Revenue received from parking permits $1,525.00. Total Revenue: $3,855.00.

ENGINEERING: ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006 was canceled by County Commissioners. Owner intends to re-file under a different name. Cottrill Annexation: Filed June 27, 2006. Approved by Commissioners on September 7, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The current estimate for this project is $3.5 million. Awaiting for final close out of existing project. Met with the County and the consultant to go over the review of the Stage 1 submittal. At this point, if the project comes in under the estimate, no monies will be spent by the County and City. This project is expected to be bid in October 2007 and begin construction in early spring 2008. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. City and County resurfacing to be done in October 2006. U.S. 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance of traffic plan. Rublin selected as contractor. Scheduled to start work on September 5, 2006. 2006 Bridge Inspections: Will be completed in fall of 2006. 2000 WWT Treatment Plant Upgrade & Expansion: Under construction. Met with CTI in January 2006. Awaiting contractor to finish several items and punch lists items. City is investigating odor control solutions. Investigating fixing more piping. West Warmington Sanitary Sewer: Central Allied Enterprises is contactor. 100% completed. Still awaiting sewer as-builts. Energy Savings Project WWTP: Contacted OEPA for feasibility. Reviewing options. Lincoln Way West Pump Station: H&W Contractors contractor. Began week of June 1, 2004. Project is 100% completed. Communication startup done. Working out communication bugs. South Massillon Sanitary Sewer Extension: Under design with Hettler/Largent. Started design and signed contracts. Design 98% completed. Wetmore Trunk Extension Phase 2: To be built by private developer as part of Gray Ridge Estates. Plans approved. EPA approved February 24, 2006. Railroad approved April 5, 2006. Wenger Excavating selected as contractor. STREETS: Amherst Road N.E.: Received $116,000.00 of Municipal Road Fund money to resurface and construct ADA-complaint curb ramps. Approximate project limits are from Cherry Road N.E. to Korman Avenue N.E. To be bid September 26, 2006. Apparent low bidder is Superior Paving. 2006 Street Resurfacing: Superior Paving awarded contract. Contractor began work the week of July 17, 2006 on ADA ramps. Completed September 22, 2006. Legislation was sent to Council to allow the Safety-Service Director to enter into a contract with said firm. Awaiting amount of funding awarded from Congressman Regula’s office. The apparent low bidder is Martindale Foundation Systems, Inc. with a bid of $57,300.00. Cherry Street Bridge Rehab: Fix void in Ohio Erie Canal under Cherry Road to be completed by Wenger Excavating. Storm Water Mapping: 55% completed. Sanitary Sewer Mapping: 65% completed.

COMMUNITY DEVELOPMENT: 1. The CD Department completed and filed with the U.S. Department of Housing and Urban Development (HUD), the CDBG Annual Performance Report for the FY 2005 Program Year, which ended on June 30. This report provides detailed information on the City’s CDBG funded activities during the program year period. 2. The City began to implement activities under its FY 2006 CDBG Program. The target area street improvement project was initiated. Streets to be improved under this program are Oak Avenue S.E. and 1st St. N.E. In addition, the City is working with the subrecipients who are receiving CDBG funds to assist in their programs. These subrecipients include Massillon Main Street, St. James AME Zion Church, Western Stark Medical Clinic, Westark Family Services, Family Living Center Homeless Shelter, DomesticViolence Project, Lighthouse Visions, Greater Stark County Urban League, Massillon Commission to Advance Literacy, Massillon YWCA, Faith in Action and the Tuscarawas Elks Lodge. 3. The City entered into an enterprise zone agreement with E-B Display Co., which is proposing to construct a new 50,000 sq.ft. warehouse and assembly building on Bostic Boulevard S.W., next to the company’s two existing buildings. The company will receive a 75% ten year enterprise zone tax exemption on real and personal property improvements at the projects site. 4. The City Site Plan Review Committee met to review plans for several proposed developments including Polymer Packaging, Integrity Crane Services, E-B Display and two storage building projects. 5. The CD Director attended meetings of the Stark County Interagency Council on Homelessness (SCICH) Planning Subcommittee, the Massillon Public Library Board of Trustees and the City Historic Preservation Commission.

HOUSING: The Department received 70 calls regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. I participated in 2 Community Building Partnership (formerly of LISC) of Stark county Board meetings. At the Executive Committee session we reviewed the budget, program updates and heard a presentation regarding organizational assessments. At the Operating Committee meeting we discussed a business update, operating fund agreement and the budget. We also voted on a contract with consultants to complete assessments of 6 CDC organizations in Stark County. At the Stark County Housing Task Force Planning Committee meeting we discussed future topics to be considered for the Task Force and other related topics occurring in Stark County. We also reviewed updates regarding The Directory of Housing Services in Stark County. I participated in several Western Stark County Medical Clinic Board meetings. During the Board of Directors meeting, the Director reported on activities and highlights for the month. Other committees also reported. Approval of the 2007 Budget and employee policies was also discussed. I chaired the Nominating Committee meeting. There are plans to nominate persons from the medical and business field. The House and Properties Committee is earnestly searching for an appropriate relocation for the clinic. The Fair Housing Board met. After the minutes of the last meeting were approved, questions were answered regarding the Department’s monthly reports. There was also an update regarding the Massillon Homes project and July ribbon cutting. The successful results of the Tenant/Landlord Law seminar held during Fair Housing month was also discussed. I participated in a meeting of the Family Economic Success Coalition. We reviewed program updates along with upcoming events. Our office is providing clients with information about this valuable program. We are helping people utilize this option rather than using high cost options to file their taxes. I participated in an AHEAD Foundation Board meeting. After discussing general operations of the organization and fundraising, we also reviewed financial reports and grants. Board President elect and Secretary position recruitment were also discussed. Many children and families receive support through this very worthy agency. Six applications were accepted for the Emergency Housing Rehabilitation Program and three projects were completed. Two applications were accepted for the Housing Rehabilitation Program with one write up requested. Four applications were approved for participation in the Home Buyer’s Assistance Program and one contract was signed for the rehabilitation portion. The installation of one wheelchair ramp is pending through the cooperation of the United Way of Greater Stark County and one new application was approved to participate in the program.

Dug up sink hole in tree lawn and back filled – 2100 Cyprus Dr. S.E.; Cleaned out drainage ditch – 800 Linden St. N.W.; Dropped off 20 barricades for “Sippo Bailey Rail Run” – Downtown; Moved file cabinets, desks, cabinets and removed old counter top – Health Department; Covered graffiti with paint – Old Halter Feed and Tremont Bridge. SAFETY: In regards to our traffic lights in the City: Our Department replaced numerous lights that were burned out and worked on traffic controllers or flashers throughout the entire City. We worked on wiring jobs in the Recreation Center, Senior Center and City Hall. We worked on wiring problems at the City Garage. We were working on wiring for the new location of the Health Department.

SEWER/WASTE: Our new customers numbered 35 and we had 22 customers whose service was discontinued. We picked up extra items for customers at 167 locations at an additional cost of $1,600.00. We had 9 dumpsters placed on a temporary basis. The City’s leaf program will begin on October 23, 2006. The weights on our waste packers are always higher at this time of year because many people bag their leaves with their waste for pick-up by our Department. So far this year, our revenue is on target for our projections. Expenses, however, are higher than anticipated. INCOME TAX: Income Tax collections were up about 6.61% year to date. Tax revenue is up .08% from last year at this time. We are continuing to follow up on those who have not filed their 2005 tax returns. We are also processing the list from the State of Ohio which details all those persons who filed a State of Ohio tax return and are Massillon residents. We cross reference all those names with our files to insure that they file a Massillon tax return as well.

Miscellaneous: There were several meetings concerning the planning of the all county flu clinics. Mrs. Miller also attended the Team Leaders meeting (Help Me Grow), a facilitator’s training for a regional epidemiology drill, which we participated in on Sept. 21st from our office. Mrs. Miller and Mrs. Mead attended a class on communicable disease investigation and lab specimen collection. Ms. Kelly received a basic training in the swipers system, which will be used in most of the flu clinics, including the mass clinics, which will be held Oct. 27, 2006, at the Stark County Fair Grounds.

EEO: The current employment atmosphere is rosy at this time. There have not been any employee complaints or issues that have been reported to this office. I have been working along with the Civil Service Consultant in reviewing and updating the examination for Custodian certification to be administered on Saturday, October 14th, 2006 at WHA. I attended the special meeting of the Civil Service Commission on August 23rd.

GOLF COURSE: Golf Revenue/Rounds: This month was a great month for the golf course. Total golf revenue for the period was $122,868.00 an increase of 14% over the same time last year. For the year golf revenues are now up 6.36% from last year. The increase, despite a tough golf market and local economy, is primarily the result of two factors. 1) The dramatic improvement in the golf course. It has consistently been in better condition than it has the past 8 years. 2) A variety of successful marketing programs that include lower rates, an increase in the Massillon resident discount, new membership programs, the new Legends card and the recently introduced Corporate Card. Marketing: Our fall marketing efforts are being directed toward rebuilding our business in 2007. For the first time in a long while we have a solid year of improved conditions that should assist these efforts. We are focusing on growing the following segments of our business: 1. Leagues; 2. Outings; 3. Hotel packages; 4. Corporate play. Golf Course: Aerification of all greens was successfully completed on September 25,26 & 27/06. Fairway aerification will begin October 16th. The golf course is in very good condition and the complete aerification and fertilization of the turf areas should prepare the course for another good season next year. Weather experts are predicting a mild fall and winter and we are hoping this proves accurate.

SENIOR CENTER: Steak fray at Community Park 135 in attendance. Weather for all 3 picnics was perfect. Chorus sang at Chapel Hill. United Way Day of Caring – Had 30 from Nationwide Insurance and 40 from Diebold: 1. Red rails at rear entrance were sanded and painted; 2. Mulch refreshed at Recreation Center; 3. Weeded and mulch refreshed at football mural and Kiwanis Park pavilion; 4. Weeded and mulch refreshed at 3 beds south of pavilion, 5 beds at playground area and 4 beds at concession stand area in Community Park. Senior Center provided sack lunches for participants. Volunteers attended REVP luncheon at Meyers Lake Ballroom. Fifteen nurses from Stark State College did clinicals. Writing class began fall session. They are writing stories of their lives. Held men’s breakfast, peach cobbler day and van trip to Roscoe Village. Volunteers learning to cover books at Massillon Public Library in preparation for shelving. Played cards at Hanover House and Altercare of Navarre and treated to lunch. Volunteer hours for August – 1,277.5; Volunteer hours for September – 934. LATE REPORTS FOR AUGUST 2006

FIRE: The Department responded to a total of 310 alarms, this being an average of 10 alarms per day. There were 42 fire alarms, 29 public service calls and 239 rescue and EMS calls. The total estimated fire loss was $54,100.00. There were no firefighters or civilian injuries due to fires. On the 3rd I attended the monthly LOGIC Board meeting. On the 11th the State of Ohio Fire Marshal’s Office awarded the Blaylock family of Massillon with the “Smoke Dog” award. This award is for citizens whose lives were saved by smoke detectors. On the 12th we provided a fire truck and personnel for the annual Fun Fest held downtown. On the 16th Advanced Industrial Roofing of Massillon began work on No. 2 Fire Station hose tower roof. They completed the job by the end of the week. On the 17th we sent a fire truck and personnel to Meadow Wind Health Care for their annual carnival for the residents and their families. On the 26th we provided EMS protection to the Parks & Recreation Department’s Wing Fest. On the 28th our radio repeater system went in service. This system has greatly improved our radio communications. On the 28th, 29th & 30th member of the Department attended the City sponsored Drug Awareness classes.

GOLF COURSE: Golf Revenue/Rounds: According to figures from the auditors, golf revenue was $125,390.00 compared to $132,966.00 same time last year, a decrease of 5.72%. Year to date revenues are still ahead of last year at $639,052, an increase of 5%. Actual figures for any calendar period usually vary to some degree due to cut-off dates and the timing of accounts receivables. Rounds and revenue were actually up from last year despite a prolonged period of wet weather early in the month. Our POS figures for Aug 1-31 show rounds up 21% and revenues up 12%. For the year, total 18-hole rounds played are 31,036 marking an increase of 9.8% while revenues are up 5% as previously states. The primary reason rounds are up so dramatically is the increased play from our growing member base. Member play this year has increased 45% and member revenue has grown $65,114.00. Unfortunately, the major share of member revenue is only generated at one time in the fall. Marketing: Our primary goal this year was to get as many golfers as possible to play The Legends. We knew our golf course would be greatly improved and most importantly, be a consistently good golf course for the first time in years. The first step in rebuilding our reputation was to get golfers back to the course. This would be challenging , however, due to the lack of any substantial marketing budget. As a result, we attacked the local market by increasing the Massillon discount, initiating a frequent play card, promoting memberships and offering very aggressive pricing especially for Seniors. This past month we launched our new Corporate Card by mailing over 4,000 complimentary cards to local businesses. To date over 200 businesses have validated cards that are valid through 2007 and we are confident this will have a major impact moving forward. To maximize our success, however, we must now be more successful in the higher revenue segments of the market: outings, hotel packages, leagues and secondary market golfers. We will focus on these areas this fall and winter and have already initiated programs to make this happen. Golf Course: Fall is a busy time for our maintenance staff. We will begin aerifying tees after Labor Day. The greens will be aerified the week of September 25th at the same time we changeover to fall rates. Fairways and roughs will be done in October. Our irrigation system has suffered numerous breakdowns this summer that has posed a major challenge for our staff. They have done a superb job coping with the situation and have consistently kept the golf course in very good shape. Operations: Jim Murphy has accepted a position as Golf Professional at Zoar Golf Course. He did a fine job as assistant golf professional and will continue to work one day per week at least through October.

SENIOR CENTER: Picnic at Community Park; good food & good entertainment with Randy Rawls. Monthly movie at Lincoln Theatre shown – DaVinci Code. Chorus sang at the Inn at Belden Village; Village Towers, Manor Care and The Legends Nursing Home. Also one rehearsal. Had a “Beach Party” and evening outreach meal. Visited Catholic Charities adult day care center and Whippledale MRDD clients. Van trip to Dennison, OH, to railroad station and historic remembrances of the Salvation Canteen during World War II. Volunteer hours for August – 2,234; Volunteer hours for July – 703. Director: Attended 2 SARTA Board meeting; Senior Coalition and Literacy Commission meetings; United Way Day of Care meeting and United Way Budget meeting.
