POLICE: Arrests: Total Adult Arrests 73; Total Juvenile Arrests 15; Summons/Citations Issued 30. Incidents: Total Calls 2,211; Security Checks Performed-Residences & Business Locations 310; Incident Cases Reported 99; Crimes Against Property Reported 135; Crimes Against Persons Reported 61; Accident Reports 69; Traffic Citations Issued 112; Alarms 115; Miles of Road Patrol (Mileage from previous month) 34,354. TRAFFIC CONTROL: The MPD issued a total of 112 traffic citations, this being 21 less than same time last year. The MPD made 13 arrests for OVI, this being the same as last year. Radar citations totaled 12, this being 8 more than same time last year. The MPD handled a total of 69 traffic accidents, this being 15 less than same time last year. There were 41 property damage accidents, 10 injury accidents and 18 accidents that occurred on private property. Of the above accidents there were 9 hit-skip accidents and there were 3 accidents that occurred as a direct of alcohol and/or drugs. There was 0 pedestrian, 2 bicycles and 1 motorcycle accident. The MPD investigated 15 accidents involving juveniles resulting in 7 reported injuries. There was 1 fatal accident investigated by the State Highway Patrol. There were 2 accidents involving a City vehicle. There were 53 motor vehicles towed by the MPD, this being 23 less than same time last year. Of the above tows, 23 vehicles were towed from traffic accidents, 6 for traffic offenses of some type, 14 as a direct result of an arrest and 8 for parking violations. There were 0 vehicles towed as stolen/recovered and 2 misc. tows. The traffic officer mailed 2 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 2 titled searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 0 motor vehicles. The traffic officer issued or acted upon 25 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 4 parking citations. As of the last day of the month, there were 19 motor vehicles sitting upon the Police Impound Lots. ENGINEERING: ANNEXATION: Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing was held in City Council Chambers on April 9, 2008 at 7:00 p.m. The annexation was approved by the Commissioners at their April 9th meeting. The Township has filed an appeal on the Commissioners decision. Approval was denied by Judge Sinclair on July 25, 2008. The Township has filed an appeal with 5th District Court of Appeals. The decision was reversed on June 30, 2009. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permits from Norfolk Southern & RJ Corman Railroads. Plans have been submitted to ODOT for approval. Anticipated bid opening is in April 2008. AT&T began their relocation work. Bids will be opened May 1, 2008 at the Stark County Commissioners office. Bids received were more than 10% over the Engineer’s estimate and therefore, the project must be re-bid. A request has been submitted to SCATS to increase the City’s portion of the funding. SCATS approved additional funding for the City in the amount of $450,000.00. Also, the County has increased its share by the same amount. This project was re-bid and bids were opened on July 3, 2008. Beaver Excavating was the successful low bidder with a bid of $3,735,809.67. Pre-construction meeting was held September 17, 2008. Norfolk Southern Railroad has approved a temporary crossing and has begun installation. Beaver started construction on March 2, 2009. The bridge is still on schedule to open to traffic by the end of 2009. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. Pre-construction meeting is set for April 7, 2009. Ramp closures began May 2009 and the bridge is currently under construction, with completion estimated to be November 2009. 32nd Bridge Replacement: Survey work has been completed and the design is 100% completed. This project will replace the existing bridge structure with a concrete box culvert. Other components of the project are the relocation of sanitary and storm sewers and street resurfacing within the project limits. OPWC approved the funding request. Project will commence in 2009. Currently preparing bid documents. Aqua Ohio will be relocating a portion of waterline in May of 2009. The bid opening was July 7, 2009. Wenger Excavating, Inc. was awarded the contract and will begin construction in August 2009. Harsh Avenue S.E. Box Culvert Replacement: The design and survey are 70% completed. SANITARY SEWERS: 27th Street/Bison Avenue Sanitary Sewer: The design work is 98% completed. This project would be completed to assist the proposed Poets Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design work is 90% completed. It is anticipated that funding will be applied for through OPWC. NeoCom Sanitary Trunk Sewer Extension: This project will be tied into the recently constructed South Massillon Trunk Sewer and will serve the northern portion of the NeoCom Industrial Park. The design is 100% completed. This project was submitted to OPWC for funding and was not approved. Seeking other funding sources for construction in 2009. OEPA has approved the PTI. The City was awarded $95,000.00 in stimulus funding and is currently preparing bid documents. The bid opening is scheduled for August 27, 2009. State Avenue Sewer Rehab: Beginning survey and preliminary design work on replacing a portion of the sanitary sewer. The design work is 60% completed. STREETS: Wales Rd/SR 241 Resurfacing: Resurfacing from Lincoln Way to Hills & Dales will be done in 2009 with a grant from ODOT and local funds. Applied for Municipal Road Funds through Stark County for the local share of the project. The City received $151,000.00 from the Municipal Road Fund. The bid opening will be held August 11, 2009. 9th Street S.W. Reconstruction: Currently compiling survey data and design work is 60% completed. The City will be applying to OPWC for funding to resurface the roadway. 2009 Street Resurfacing: Compiling street list. Bid opening scheduled for August 27, 2009. 2009 Target Area Street Resurfacing: Compiling street list. Bid opening scheduled for August 27, 2009. 2008 Lincoln Way W/Lincoln Way E Project: Bid opening was held on July 30, 2008. The apparent low bidder was Superior Paving, Inc. with a bid of $254,346.47. Currently preparing contract documents. Pre-construction meeting held September 4, 2008. The paving portion of this project will be completed in the May of 2009. Superior started manholes and catch basins in April 2009. Paved week of May 18th. Striping completed May 26th. Developing punch list. Main Avenue Resurfacing: Resurfacing plans 100% completed. The City has received money as a result of the stimulus package for this project. This project will be constructed in 2010. Augusta/Cyprus Repairs: Preparing documents for miscellaneous repairs. Tremont Avenue SW Resurfacing: Resurfacing plans 80% completed. The city will be applying to OPWC and the Municipal Road Fund for funding. SUBDIVISIONS: Ballinger Estates: Preliminary plat approved by Planning Commission November 10, 2004. Plans submitted and approved. Sanitary sewer plans approved. Final plat approved by Planning Commission June 22, 2005. Council approved July 5, 2005. Plat recorded. COMMUNITY DEVELOPMENT: 1. The City’s FY2009 CDBG Program Application was approved by HUD. In addition, the City’s CDBG Recovery (Stimulus) Application was also approved. CDBG-R funding will be used for target area street improvements. The CD Department has begun the pre-preparation for the City’s annual CDBG performance and evaluation report for submission to HUD. The City’s HUD Rep also came to conduct a 3-day monitoring of the City’s CDBG program, including housing rehabilitation. A formal report will be issued but no findings or concerns were noted to staff. 2. The City is working with the City of Canton on an application for NSP Round 2 funding. NSP 2 was authorized under the Federal stimulus bill and unlike NSP 1, this is a competitive grant program geared for large areas. For this reason, Canton is putting together a consortium of communities and organizations to apply for NSP 2 funding. The Neighborhood Stabilization Program – Stimulus (NSP -2) is designed to provide funding to local governments to deal with the problems of foreclosed and abandoned housing in areas of greatest need. 3. The City has proposed the creation of several Non-School Tax Increment Financing (TIF) projects to capture the increased taxes resulting from local development in order to provide funding for needed capital improvement projects serving these developments. Under the proposal, the school district will continue to receive all tax revenues the same as if there was no TIF; hence, the name Non-School TIF because there is no effect on school funding. 4. The CD Director attended the Shearer’s Foods ground breaking, a conference on NSP project underwriting and the Massillon Library Board of Trustees meeting.
HOUSING: The Department received approximately 80 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper for possible discrimination. We currently have one case pending with the Ohio Civil Rights Commission awaiting completion of their investigation. I participated in a First Time Homebuyers seminar sponsored by First Merit. Information was provided regarding the $8,000.00 tax credit being offered as a result of the Economic Recovery Act of 2009 and First Merit’s lending products to benefit low to moderate purchasers. I presented information about the home buyer’s assistance program. Several people in attendance have applied for the City’s program. I participated in two (2) Save Our Homes (SOH) coalition meetings to discuss possible outreach activities regarding foreclosure prevention. I participated in the Stark County Housing Task Force Planning Committee meeting. We discussed future topics to be considered for the Task Force and other housing related issues occurring in Stark County, including available funding for the prevention of homelessness. The City was monitored by the U.S. Department of Housing and Urban Development (HUD). The representative spent one and one-half days examining home buyer assistance, emergency and full housing rehabilitation files. We also did a tour to look at completed projects. We will receive a report about the monitoring visit. I participated in the Stark County Housing Trust Fund (SCHTF) Board meeting. The consultant who was hired provided a progress report which includes information about housing needs that will be helpful while attempting to find a dedicated funding source. This office completed the Fair Housing portion of the FY-2008 City of Massillon’s Affirmatively Furthering Fair Housing. This report is required annually and submitted to Stark County Regional Planning and Aane Aaby to be submitted to HUD. I participated in a Family Economic Success (FES) Coalition/Board meeting. After discussing the IRA and FES updates, the election of new Board members was held. I was elected Secretary. Also discussed at the meeting were plans to hold the Stark county Earned Income Tax Credit (EITC) Awareness Forum. Aane Aaby and I attended the Ohio Conference of community Development, Inc. (OCCD) training session for Participating Jurisdictions (PJ) regarding execution of the Neighborhood Stabilization Program (NSP) in Columbus. The session was informative. It’s amazing how much there is to learn about this new program. Seven (7) applications were approved to participate in the emergency Housing Rehabilitation Program. Contracts were signed for three (3) new projects, four (4) were completed, one (1) was solicited for bids and inspections were requested for three (3) new jobs. Letters of interest to participate in the full Housing Rehabilitation program were sent out. Work on one (1) project is progressing well. Four (4) applicants were approved to participate in the Home Buyer Assistance Program. With the implementation of the Federal Housing Tax Credit (up to $8,000.00) for first time home buyers, the city’s Home Buyer Assistance Program has increased tremendously. Also, assistance was provided to three (3) applicants. One (1) family moved from Perry Township and the other two (2) were Massillon residents.

SEWER/WASTE COLLECTIONS: Our new customers numbered 23 and we had 35 customers whose service was discontinued. We picked up extra items for customers at 216 locations at an additional cost of $1,946.50. INCOME TAX: Income Tax collections were down 1.4% from same time last year. Income Tax collections for the year 2009 remain up by 1.81%. As always, these figures were balanced with the Auditor’s Office. Employee withholdings were down 3.86% from same time last year. Business profits were up 29.25% and taxes received from individuals were up 12.13%.

PARKS: Oak Knoll Park: The wading operated well this summer. The restroom toilets were cleaned of rocks and debris. Sinks and toilets destroyed due to vandalism. Bridge at Oak Knoll is almost competed. Parks Department is finished with most of their work we only have the grading and seeding to complete. Sippo Valley Trail: Large trees that fell across path were removed. The fence along the Ohio and Erie Canalway was trimmed this month. Genshaft Park: Plumbing repairs were done at the park. Wampler Park: The playground equipment was removed due to the continuous vandalism and due to budget
constraints we will not be replacing them. Stadium Park: Tables and golf carts were transported to the park for the July 4th festivities. They were all returned on July 5th to Kiwanis and Oak Knoll open pavilions and the golf carts were returned to The Legends. Park Weed Crew: The weed crew continues to work at weed control throughout the park system. Reservoir Park: Large tree was removed from the mouth of the lake. Trying to make arrangements to get the trash in the lake picked up later this month. Miscellaneous: *Park mowing continues throughout the parks. With the weekly rain showers the grass has not showed any sign of going dormant. The parks are getting mowed weekly. *Employees are working hard to keep up with all the special projects that we are doing. *Equipment is in terrible shape and needs constant work to make run.
GOLF COURSE: Golf Course Maintenance: Rainy month of July with 14 days of interrupted play. Cleaned out the path to North #1. Finished turn around behind #7 South. Found temporary solution to the irrigation problem, should be able to make it through the year. ClubHouse: New Website up-has updated features, online tee time capability, number of visitors monitored, it looks way better. Preparing for August outings – Mayors, Timken Bar Mfg., Canton Browns Backers Night Golf, Big Cat, Pac 7, and NEO Girls Invitational. Legends Club Championships – Senior, Junior, Men’s and Women’s. Hotel number is down slightly in 2009 – due to economy. Miscellaneous: Jim Goodwin (contracted Golf Pro) passed away – Max Baker filling in. Club Legends talks have continued regarding the City taking over the Food and Beverage contract. August: *Working with Malone University Women’s Golf to make us their Home Course-They play fall 2009 and spring 2010. *Bridgestone Golf Ball Fitting Challenge Day – Successful with 41 participants. Sold 12 dozen product that day. Usual sales, 1-2 doz. *New outings – Timken Bar Mfg. – 144 participants; Canton Brown’s Backers Night Scramble 72 participants plus 100 + for dinner. *Most leagues will be wrapping up play this month.
SENIOR CENTER: Activities: *Held picnic in the park with BINGO and games being played. Carousel organ grinders, balloons and clowns present. 98 in attendance. *Bowlers on summer hiatus only bowling on Wednesdays. *SARTA held two (2) public hearings here. *Chorus met four (4) times to rehearse and entertain at nursing homes: Meadow Winds and Chapel Hill. Volunteer Hours: June 785.5; July 807.5. Director: On vacation July 30th & 31st. Attended two (2) SARTA meetings and have hired a new CEO.
EEO: The EEO Director participated in the pre-construction meeting with the Wenger Excavating Inc. and discovered that the company was certified and had no findings of recovery. I attended the monthly meeting of the Civil Service Commission. This office reviewed a charge of discrimination filed by the Ohio Civil Rights Commission. The charges allege that an employee in the fire Department was unlawfully discriminated against in regards to Worker’s Compensation. The EEO Officer submitted a proposal to the Mayor that coincides with the 20% reduction in expenses in the office for the remainder of the year.
