POLICE: Arrests: Total Adult Arrests 83; Total Juvenile Arrests 14; Summons/Citations Issued 24. Incidents: Total Calls 2,418; Security Checks Performed-Residences & Business Locations 236; Incident Cases Reported 157; Crimes Against Property Reported 149; Crimes Against Persons Reported 100; Accident Reports 126; Traffic Citations Issued 351; Alarms 141; Miles of Road Patrol (will be included in end-of-month report for July 2206). Officers: Compensatory Hours Used 222.8; Sick Hours Used 219.0; Personal Hours Used 136.0; Compensatory Hours Earned 999.5; Overtime Hours Earned 464.0.
TRAFFIC CONTROL: The MPD issued a total of 351 traffic citations, this being 134 more than same time last year. The MPD made 15 arrests for DUI, this being 6 more than same time last year. Radar citations totaled 125, this being 45 more than same time last year. The MPD handled a total of 125 traffic accidents, this being 28 more than same time last year. There were 37 property damage accidents, 18 injury accidents and 36 accidents that occurred on private property. Of the above accidents, there were 20 hit-skip accidents. There were 7 accidents that occurred as a direct result of alcohol and/or drugs. There were 2 pedestrian accidents and no bicycle accidents. The MPD investigated 7 accidents involving juveniles. There were 80 motor vehicles towed by the MPD, this being 10 more than same time last year. Of the above tows, 37 vehicles were towed from traffic accidents, 6 for traffic offenses, 21 as a direct result of an arrest, 14 for parking violations and 2 recovered stolen. There were no miscellaneous towed vehicles. The traffic officer mailed 4 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 4 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 18 motor vehicles. The traffic officer issued or acted upon 17 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. As of the last day of the month, there were 35 motor vehicles sitting upon the Police Impound Lots. Of the 35 vehicles, several are waiting for court order to dispose of them. METERMAID: Total number of tickets issued 62; By parking enforcement 57; By police officers 3; Towed vehicles with tickets 2. Outing Tickets: 377 after old tows were pulled when vehicles were not picked up from the impound. Total number of PAID violations 35; Number of parking permits issued 211. Revenue received from PAID violations $409.28; Revenue received from parking permits $1,880.00. Total Amount Revenue: $2,289.28.
ENGINEERING: ANNEXATION: Sanders Annexation: Hearing February 9, 2006. approved by Stark County Commissioners. Hunters Pointe Annexation: Hearing February 8, 2006. Denied by county Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Cottrill Annexation: Filed June 27, 2006. Awaiting Commissioners to set hearing date. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The current estimate for this project is $3.4 million. Working with Stark County to acquire funding-proposed 2007 budget. Awaiting for final close out of existing project. Attending meetings with County and ODOT to resolve funding and schedules. Met with SBC, ODOT & County to resolve SBC conflicts. Received SBC proposal. City and county have applied for additional Federal funding. The agreement between the County and City has been approved by Council to approve the SSD to enter into said agreement. Met with County and have met with consultant to work on new scope. Meeting set with County and SBC to coordinate improvements.
Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. US 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approve maintenance of traffic plan. 2005 Bridge Inspections: Inspections and inventory has been completed and forwarded to ODOT for review and comments. Received reports form ODOT February 14, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Under construction. Met with CTI in January 2006. Awaiting contractor to finish several items and punch lists items in spring. City is investigating odor control solutions. Fixed part of waste gas burner piping. Investigating fixing more 4” piping. West Warmington Sanitary Sewer: Central Allied Enterprises is contractor. 100% completed. Few punch list items to be done. Still awaiting sewer as-builts. Energy Savings Project WWTP: Contacted OEPA for feasibility. Reviewing options. Lincoln Way Pump Station: H&W Contractors contractor. Began week of June 1, 2004. Project is 100% completed. Consultant is currently studying intersection, report received. Summary memo sent to Administration with copy to Street Committee. Applied and received 2006 grant for intersection. Lincoln Center Phase III-Part B: Requests for Qualifications were received by January 30, 2006. Reviewing and reevaluating scope. Technical interviews scheduled for May 3, 2006 with 3 firms. Tetra Tech, Inc. was selected to provide engineering and construction management services. Legislation was sent to Council to allow the Safety Service Director to enter into a contract with said firm. Various Parking Lot Repairs: Reviewing the following parking lots: Tremont/Erie; Conrad parking lots. Municipal Government Building Parking Lot: Designing and reviewing parking lot layout. 85% completed. 151 Lincoln Way East Improvements: Preparing and designing roadway, walk and building improvements. 50% completed. Jail Upgrades: Still awaiting proposals. Working with Captain Herrick. SR241/Tremont Light: ODOT approved grant. 27th/Lincoln Way East: ODOT approved grant. Fire Station No. 1: Foundation settlement problems reviewed with Chief. Met with PCSG. Bid April 3, 2006. No bids received. Reviewing options. Plans have been submitted to Plans Examiner for approval and then job will be re-bid. Ohio Utility Protection/Safety Committee: Next meeting has not been set. Municipal Government Building Roofs: Annex building roof contract awarded to Hal Jones, Inc. Work began week of May 22, 2006. Completed and waiting final inspection. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Fixed Asset Report: Updating the Auditor’s data base concerning City owned and maintained infrastructure. Compiling data to forward to Auditor. Cherry Street Bridge Rehab: Fix void in Ohio Erie Canal under Cherry Road to be completed by Wenger Excavating. Storm Water Mapping: 55% completed. Sanitary Sewer Mapping: 65% completed.
COMMUNITY DEVELOPMENT: 1. The City’s FY 2005 Community Development Block Grant (CDBG) Program Year ended on June 30th. The CD Department finalized data on the various projects and activities undertaken during the year in preparation for the Consolidated Annual Performance and Evaluation Report (CAPER) which must be completed and submitted to HUD by September 30th. The City submitted to the HUD Columbus Area Office a report on CDBG funded activities in the
Walnut Hills neighborhood. HUD is compiling a list of successful projects for submission to Congress and the City was invited to offer a project for this submission. 2. The City approved an enterprise zone agreement with Integrity Crane Services, Ltd., which is planning to relocate its business operations from Perry Township and build a new 7200 sq.ft. facility on a 2 acre parcel located on Venture Circle S.E. in Nova East Industrial Park. The total cost of this project is $545,000.00 and will result in relocation and retention of 3 existing jobs ($205,000.00 annual payroll) and the creation of 3 new jobs ($125,000.00 annual payroll) over a 3 year period. The company will be receiving a 75% 10 year enterprise zone tax exemption on real and personal property improvements at the project site. 3. The City’s Workable Program for Community Improvement was re-certified by the Ohio Department of Development. This re-certification maintains the City’s status as an “Impacted City”, which keeps the City eligible for various incentives and other regulatory benefits under state law. 4. The CD Director attended the Stark County Partners in Homeownership celebration that was presented by HUD and the Stark County Housing Task Force. Massillon was presented with an award for outstanding performance in promoting homeownership. Marilyn Frazier, City Housing Director, accepted the award on behalf of the City. 5. The CD Director attended meetings of the Ohio Conference of Community Development (OCCD) Executive Board, the Massillon Public Library Board of Trustees and the Stark County Interagency Council on Homelessness.
HOUSING: The Department received approximately 65 calls and visits regarding Fair Housing laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office conducted one Fair Housing rental testing from a questionable advertisement listed in the classified section of the local newspaper. Upon investigation, no evidence of discrimination was discovered. I participated in 3 Local Initiatives Support Corporation (LISC) Advisory Committee meetings. We reviewed the budget and program updates along with grants, fundraising and strategic planning activities of the local Community Development Corporation (CDC) agencies. We also discussed implementation of the new intermediary to replace LISC. The new intermediary will have the ability to serve Stark County’s local CDC’s by using LISC as well as other national resources. I attended the Stark County Housing Task Force Planning Committee meeting. We discussed future topics to be considered for the Task Force and other related topics occurring in Stark County. We also planned the Partners In Homeownership Program which was held in conjunction with the June Housing Task Force meeting. I attended a ground breaking ceremony at Willow Park allotment in Canton for new homes being construction through the cooperation of Stark County Out of Poverty Partnership, Inc. The 29 homes to be built will give medium income families an opportunity to become homeowners. I attended the Walnut Hills Residents Association meeting. Discussed during the session was the spring clean-up conducted last month, plans for summer block party to be conducted in August and in its endeavors to maintain and improve their neighborhood. Attendance at meetings continues to be very good. I participated in meetings of the Western Stark county Medical Clinic. At the Executive Committee meeting, we determined committee assignments for the year and discussed the possible relocation of the Clinic due to the expansion of programming and space limitations. During the Board of Director’s meeting, the Executive Officer and various committees reported. We further discussed possible relocation. A dental program is now being provided to clients. Also, the Clinic is receiving prescription drugs from additional nursing homes. I attended the Stark County Housing Task Force (SCHTIF) meeting. Discussed at the meeting were reports regarding housing issues from the Homeless Collaborative, Interagency Council on Homelessness and HUD/Stark Metropolitan Housing Authority. Work continues on updating the Stark County Directory of Housing Services. Incorporated into into the SCHTF session was a Stark county Partners in Homeownership presentation entitled “Your Door to FHA Homeownership.” The program, to commemorate June as National Homeownership Month, included public officials, local lenders and various Stark County non-profit agencies. I accepted a Homebuyer Assistance Award on behalf of the City of Massillon. One of the City’s down payment assistance recipients spoke regarding her experience during her home buying process and gratitude at becoming a homeowner. I participated in a meeting of the Family Economic Success Stark County Coalition. We discussed the budget, expenses and program funding. This coalition assist low income families with their tax returns and receipt of earned income credit. They are also gathering information to assist the participants with other issues such as homeownership and predatory lending. At the AHEAD Foundation Board meeting we discussed the general operations of the organization. We also reviewed and discussed financial reports, grants and fundraising that included an upcoming golf outing event. With support from the agency’s founder, several representatives visited an academy in Florida to gain ideas about ways to improve the program. I participated in the Community Services of Stark County, Inc. Board of Directors meeting. After the CEO reported on fund raising and grants, other committees also reported. The organization is presently expanding their building. Two new board members attended their first meeting. One application was approved to participate in the full Housing Rehabilitation Program and two projects were completed. I conducted one write up review meeting for a new job before soliciting bids to contractors. Ten applications were approved for participation in the Emergency Housing Rehabilitation Program. One contract was signed, two were bid and four projects were completed. Seven applications were accepted for the Homebuyer’s Assistance Program and the rehabilitation was completed for three projects. The installation of one wheelchair ramp is pending through the cooperation of the United Way of Greater Stark County.

SAFETY: In regards to the traffic lights: our Department replaced numerous lights that were burned out and worked on traffic controllers or flashers throughout the City. We worked on wiring jobs in the Recreation Center, Senior Center and City Hall. We worked on wiring problems at the City Garage. We worked on wiring for the Car Show, concerts and picnic in the park.
SEWER/WASTE COLLECTIONS: Our new customers numbered 30 and we had 17 customers whose service was discontinued. We picked up extra items for customers at 258 locations at an additional cost of $1,904.00. We had 5 dumpsters placed on a temporary basis. Our $1.00 per month increase for our residential and small business waste service went into effect July 1, 2006. We are being told by our residents that some of the other licensed waste haulers in the City have added a substantial fuel charge on their bills. In most cases, the increases average more than $1.00 per month. INCOME TAX: Income Tax Collections were down about 10% from same time last year. Year to date, tax revenue is down .35% from last year. We are still entering tax returns received in April. Upon completion of entry, we will be following up with those who haven’t filed. I am also planning to send more delinquent accounts to our collection agency in the near future.

School Visits: Parochial 0; Public 0. Continuing Education: Mrs. Miller attended a Hepatitis Conference in Columbus. Miscellaneous: The following meetings were attended: Two SNS meetings; RED Network; Epidemiology Committee. All Health Departments and hospitals in Stark County participated in a 2 day drill to test the communication system between health departments and hospitals for efficiency in case of a major outbreak. This test began at 8:00 a.m. on Friday, June 2 and completed at 7:00 p.m. on Saturday, June 3. By crossing over several shifts and into the weekend at the hospitals, we were able to evaluate the after hours reporting (24/7) both to the local Health Departments and to Ohio Department of Health. Basically, everything went fairly smoothly. The few problems that have been identified are in the process of being corrected. Our nursing division received 24 phone calls in that time period.
GOLF COURSE: Golf Revenue: Golf revenues were approximately $100,700.00. This represents a decrease of nearly 6.5% from a year ago. Year-to-date figures now total $380,129.00 reflecting an increase of 4.4%. The past two years has seen golf revenues continue to fall from the levels they maintained in previous years. There are reasons for this. Prior to last year league players paid a weekly greens fee and now leagues pre-pay for the entire season. Likewise, the number of membership rounds continues to grow each month and these rounds are likewise paid once a year. Increasing membership play has been vitally important as all other components of our play have declined the past five years. There are a host of factors that have contributed to this situation that include the economy, the state of the golf industry, the local golf market, the condition of our course, our marketing efforts and wide-ranging misperceptions among others. We are working on a detailed business and marketing plan for the remainder of this season and 2007. Golf Course: The good news is that the golf course is in great condition and continues to improve virtually every day. We are receiving very positive feedback from those playing the course. Miscellaneous: The launch of the new Legends Card frequent play program has been extremely well received and we have already seen many golfers earn free rounds. We offered golfers a special opportunity to experience the “New” Legends with the best rates in the areas. These rates coupled with the Legends Card offered incredible value for an upscale golf course. We are once again offering some special values for the month of July. Our summer membership drive has been quite successful as we have signed up 13 new members at the time this letter was written.
