ENGINEERING: ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Hearing date of August 16, 2006 was canceled by County Commissioners. Owner intends to re-file under a different name. Cottrill Annexation: Filed June 27, 2006. Approved by Commissioners on September 7, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. Awaiting for final close out of existing project. Received the Stage 2 submittal. Once review is completed a meeting will be set with the consultant to review comments in early February. A meeting took place with the County, consultant and AT&T to review the Stage 2 plans. It is intended to bid this project in August 2007 and to have a contractor begin work by November 2007. Stage 3 plans were received for review. This will be the final review to complete the plans. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3million. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. A pre-bid meeting is scheduled for August 30, 2007. Project will be bid out fall of 2007 with construction to be completed by October of 2008. The current estimate is 1.8 million. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. City and County resurfacing done in October 21, 2006. US 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance of traffic plan. Ruhlin selected as contractor. Scheduled to start work on September 5, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Awaiting contractor to finish several items and punch list items. City is investigating odor control solutions. Investigating fixing more piping. Tertiary/UV still not on line. Sent correspondence for items to meet specifications. Sent letter for denial of claim response. 60 days to get Tertiary/UV on line 4/30/07 before bond is revoked. The Law Director is in the process of selecting an arbitrator. South Massillon Sanitary Sewer Extension: Designed by Hettler/Largent Engineering. Preparing to submit PTI; Railroad permit. Harsh Ave. S.E. Sanitary Sewer Relocations: Plans 100% completed. Submitted PTI to OEPA on January 29, 2007. Received approved PTI from the EPA. Bids were opened April 11, 2007 with H&W Contractors, Inc. being the apparent low bidder but requested that their bid be withdrawn due to the fact they missed an item in the plans that grossly made their bid low. Therefore, Bitzel Excavating, Inc. will be awarded the project. Their bid was $98,600.00. Work is set to commence on June 4, 2007. Championship Circle Sanitary Sewer Repair: Wenger Excavating began work to repair approximately 85 feet of sanitary sewer on May 29, 2007. Colonial Parkway Sanitary Sewer Repair: H&W Contractors, Inc. is scheduled to begin work on June 4, 2007 to repair the sanitary and storm sewers. STREETS: Amherst Road N.E.: Bid September 26, 2006. Low bidder is Superior Paving. Started October 9, 2006. 100% completed. Finishing punch list items. Three manholes were fixed in April. In the process of final inspection. Cyprus/Augusta Repairs: RMI was awarded the contract. Began work the week of April 16, 2007. 95% completed. 27th Street Widening: Attended several meetings with Perry Township. Fielding several calls from various residents. Bid opening May 17, 2006. Shelly Company apparent low bidder. Under construction. 80% completed. Utility companies began relocating their lines the week of January 28, 2007. Ohio Edison and Massillon Cable have finished their relocation work. AT&T began their portion of relocation on April 26th, 2007. AT&T has 4 more poles to relocate as of May 25, 2007. Wales Rd./SR 241 Rehabilitation: Started preliminary layouts. Will be requesting Statements of Qualifications from consultants in February. Requested funding for engineering through SCATS. The funding request from SCATS for engineering was denied and we will be re-evaluating the scope of the project. The new project scope will be to improve the intersections of Lake/Wales and Hankins/Wales. Also included are the intersections of Erie/Tremont and Jackson (27th)/Lincoln Way East. URS has been selected as the consultant and we are currently negotiating a contract. SUBDIVISIONS: Ballinger Estates: Preliminary plat approved by Planning Commission November 10, 2004. Plans submitted and approved. Sanitary sewer plans approved. Final plat approved by Planning Commission June 22, 2005. Council approved July 5, 2005. Plat recorded. Quarterly report submitted. Sent signed copy of contract to Governor’s Department of Highway Safety. Consultant 100% completed with study. 100% completed. Received ODOT funding. Intersections for which funding was received will be improved in 2008 with the Wales Road Rehabilitation Project. Lincoln Center Phase III-Part B: Requests for Qualifications were received by January 30, 2006. Reviewing and re-evaluating scope. Technical interviews scheduled for May 3, 2006 with three firms. Tetra Tech, Inc. was selected to provide engineering and construction management services. Legislation was sent to Council to allow the Safety-Service Director to enter into a contract with said firm. The request through Congressman Regula’s office was denied. We are re-evaluating what work may be done in this area. Various Parking Lot Repairs: Reviewing the following parking lots – Tremont/Erie; Conrad Parking Lot. Municipal Government Building Parking Lot: Bid opening October 10, 2006. Central Allied low bidder. Began October 16, 2006. 100% completed. Compiling punch list items. 151 Lincoln Way East Improvements: Preparing and designing roadway, walk and building improvements. 100% completed. Bid opening October 5, 2006. Bid received was more than 10% over the engineer’s estimate, therefore, this project will be re-bid in the spring. Project will be re-bid in June 2007. SR241/Temont Intersection Improvements: ODOT approved grant. To be constructed in 2008. 27th/Lingoln Way East Intersection Improvements: ODOT approved grant. To be constructed in 2008. Ohio Utility Protection/Safety Committee: Next meeting has not been set. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Permit and GIS are being added to the database and are 15% complete. SRTS Funding: Submitted a letter of interest to ODOT for Massillon City Schools for funding to develop a safe route to school plan for the district. GIS: 30% completed. Keuper Storm Sewer: Relocation design is 50% completed. Erie Street (SR241): Paving 70% completed.
COMMUNITY DEVELOPMENT: 1. The C.D. Department complied and submitted the City’s FY2007 Community Development Block Grant (CDBG) Program Application to the HUD Columbus Office. The City’s FY2007 Program Year begins July 1. The CD Department is initiating the process of closing out activities for its FY2006 CDBG Program Year, which ends June 30. Once the program year ends, the CD Department will begin preparation of its Comprehensive Annual Performance and Evaluation Report (CAPER), which must be submitted to end by September 30. 2. The CD Director attended a regional economic development meeting in Akron to review and comment on the State of Ohio’s various economic development programs, initiatives and incentives. The meeting was sponsored by the Ohio Conference of Community Development (OCCD). 3. The CD Director attended the Ground Breaking for the Sheet Metal Union new office and training facility, which is being constructed in Nova East Industrial Park. 4. The CD Department attended the Ground Breaking ceremony for the Massillon Homes II housing development project. 5. The CD Director attended a meeting of the Neighborhood Partnership Program Grant Committee. As part of its FY2007 CDBG Program, the City has allocated $10,000.00 in block granting to the Greater Massillon Health Foundation to assist the Neighborhood Partnership award beautification and improvement grants to local neighborhood associations. 6. The Site Plan Review Committee approved site plans for two new industrial developments – Bill Hawk, Inc., which is constructing a new 20,000 SF facility in Nova East Industrial Park; and, Kraft Power Corporation, which is constructing a new 30,000 SF facility in NeoCom Industrial Park.
HOUSING: The Department received approximately 65 calls regarding Fair Housing Laws, tenant/landlord issues and foreclosure prevention program referrals. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. As a member of the Stark County Interagency Council on Homelessness (SCICH) Evaluation Committee, I participated in the site visits and evaluated the homeless grant applications. After meeting with the agencies and evaluating their programs, our recommendations were forwarded to SCICH for approval before submitting to HUD for funding. Preventing homelessness is an important issue in every community. In May, I participated in the Walnut Hills Residents Association meeting. Activities for the organization were discussed and a discussion was held regarding the election of new officers. The association has applied for funding from the Health Foundation of Greater Massillon for community policing for the summer and exterior painting projects. The Summer Recreation Program at L.C. Jones Park was also discussed. I participated in a Health Foundation of Greater Massillon meeting to discuss and award funds to neighborhood residential associations. We discussed activities of the organization and approved the Neighborhood Partnership Grants. Funds for this program are provided by the City, Health Foundation of Greater Massillon and Stark Community Foundation. It’s a wonderful way to support and stabilize our neighborhoods. I participated in the Community Building Partnership (CBP) of Stark County Executive Committee meeting. Discussed at the meeting were the Summit Housing Fair to be conducted in June and the agenda for the advisory Committee meeting. We also discussed fund raising plans for CBP for 2008-2010. The support ABCD receives from this agency helps with the work they are doing in Massillon. I participated in a Stark County Housing Task Force meeting. Discussed at the meeting were reports regarding Homeless Collaborative, Interagency Council on Homelessness and HUD/Stark Metropolitan Housing Authority. We also discussed plans for the Homeownership Celebration in June. A presentation was provided by Valerie Watson of Stark County Fair Housing Department. The topic was the Fair Housing Law. I participated in the Family Economic Success (FES) Action Planning meeting. This session allowed everyone’s input on the direction of the coalition for the 2007-2008 year. FES provides valuable services through their free income tax preparation for low-income families and predatory lending information. I participated in the Western Stark Medical Clinic, Inc. Board of Directors meeting. The Director reported on activities and highlights for the month and other committees also reported. There was also a discussion regarding a funding update for homeless healthcare. We also discussed committee assignments and possible new board members. I participated in the AHEAD Foundation Board meeting. After approval of the minutes, the general operations of the organization and financial reports were discussed. We also discussed the Executive Director’s report, an update for the Care Team/Teen Screen Concept and after school report. I attended the groundbreaking ceremony for Massillon Homes II. This second phase will include construction of 30 lease/purchase homes. We often refer potential applicants to this housing opportunity, which is great for many families in our community. One Housing Rehabilitation application was accepted and I conducted 2 write-up review sessions before soliciting bids to contractors. One project was completed and another is progressing. Three applications were accepted for the Emergency Housing Rehabilitation program and 2 contracts were signed. One project was completed and 3 projects are progressing. Two applications were approved for participation in the Home Buyer’s Assistance Program. Down payment assistance was provided for one new home owner and a contract was signed for another for the rehabilitation portion.

SAFETY: Regarding the traffic lights in the City: The Department replaced numerous lights that were burned out and worked on traffic controllers and flashers throughout the City. We worked on wiring jobs at the following locations: the Recreation Center, Senior Center and City Hall. Worked on wiring problems at the City Garage.
SEWER/WASTE COLLECTIONS: Our new customers numbered 37 and we had 14 customers whose service was discontinued. We picked up extra items for customers at 291 locations at an additional cost of $1,951.50. We had 4 dumpsters placed on a temporary basis. Our FREE Spring Clean-Up was held on Saturday, May 19, 2007 at the City Garage. I do not yet have the final figures for the cost of providing this service. I will have an update for the June Monthly Report. We have expanded our services and extended our hours of operation for the City’s Recycling Center, also Center, also at the City Garage. We are hoping to also be adding another location for drop-off of recyclables in the near future. This site will most likely be on the west side of Massillon. Fisher Foods on Lincoln Way East currently has a recycling site for our east side residents. I have attached a flyer for your information. INCOME TAX: Income Tax collections were up 3.22% from May 2006. Year to date for 2007, the tax collections are up 2.65%. As always, these revenue figures have been balanced with the records in the Auditor’s Office.

Continuing Education: Two nurses attended a staff meeting at Stark county Health Department. To receive CEUs for a 1 hour legal presentation. Licensure requires one hour of legal information/CEUs every 2 years. Miscellaneous: The following meetings were attended by one of the nursing staff: Help Me Grow Team Leaders; Stark County EPPC (disaster preparedness, health departments and hospitals); POD committee (mass clinics
planning); Bidders conference at Help Me Grow for the NBHV grant; Pan Flu meeting. On site visits were made by BCMH nursing representative; Care Source Representative.
GOLF COURSE: Golf Revenue: For reporting purposes, the following information is based on actual activity for the calendar period. May was basically even with last year. Golf revenues for the calendar month were $107,341.00 representing a decrease of 1% from the same period last year. For the year revenues are down $58,914.00 or 21%. The decrease can be traced to our two major revenue departments: Green Fees: down $41,347.00 due to the decrease of $46,735.00 in fees last month due to poor weather. Memberships: down $18,564.00. We have sold 21 memberships year to date compared to 34 last year. This is a very challenging time for golf in this market. We are very competitive price wise in the market and we have offered some very aggressive programs that include The Legends Card (buy 5 rounds, get one free), The Corporate Card (preferred rates after 11:00 a.m. every day)and the Corporate Membership. Kenn, Margy Vogt and I have met and discussed marketing ideas and work has begun on formulating a detailed marketing plan. This will be presented when completed. Golf Course: The golf course continues to get better and we are now receiving compliments routinely every day. Miscellaneous: We are making a concerted effort to recruit volunteers to organize an Ambassador program. The Ambassadors will serve as golf course rangers and greeters. Our goal is to have someone available to welcome and assist players as well as monitor the course from 8 am to 8 pm every day. This is a very vital part of elevating the service standards at The Legends and creating a memorable golf experience. Specials: We are offering an early bird special during June for 18 holes with cart before 7:30 am. The price is $22.00 weekdays and $32.00 weekends. We are also introducing some new twilight rates. During the week, after 1 pm, 9 holes with cart is $17.00 and 18 holes with cart is $28.00. The same rates are available weekends after 4 pm.
SENIOR CENTER: Activities: Senior Day activities at the Senior Center and afternoon program at the Recreation Center 130 for lunch at Senior Center and 150 at Recreation Center; Seniors took van tour of Norma Johnson Conservation Farm in Sugarcreek and had lunch and shopped; Library volunteers covered books; Judge Kettler spoke to our monthly meeting; Writing class, exercise class, MWF euchre, blood pressure continue. Bowling Wednesdays only until middle of August; Senior Chorus sang at Legends Nursing Center, Brewster Parke and Jefferson Hall, (Brewster Parke) and Altercare of Navarre and sponsored a National Day of Prayer at the Center, 50 in attendance. Volunteer Hours: April 1049.5; May 1007. Director: Attended 2 SARTA board meetings; Attended Literacy Commission meeting; Attended SARTA/SCATS planning commission meeting; Attended Stark County Council on Aging; Attended Advisory Board of SarahCare; Attended Massillon Area Civic Trust Board meeting.
EEO: I responded to a request for public information covering the Prevailing Wage of two of the Street Projects that was performed in the city of Massillon. The request included over 500 pages of information that was requested by the Laborers-Employers Cooperation and Education Trust. I was contacted by a prospective employee, who sought to file a complaint based on the fact that he was denied an employment opportunity because he failed the physical that was administered by Affinity Occupational Health exam. The individual was informed that Director Loudiana was reviewing the matter. I have continue to receive information and am evaluating the audit concerning the Miscellaneous Class of Occupations in order to update the list to reflect the current and relevant occupations that currently exists. I participated in the Special Meeting with the Civil Service Commission and I attended and participated in the bid opening for the 2007 Harsh Avenue Sanitary Sewer relocation. I received and responded to a Citizen’s concern of zero minority representation on the construction project on the South Erie Street. I responded to the inquiry, however, the project was under. ODOT’s control, out of the City’s jurisdiction. As a result, the City’s Affirmative Action Policies had no bearing on the project.
