POLICE: Arrests: Total Adult Arrests 89; Total Juvenile Arrests 10; Summons/Citations Issued 16. Incidents: Total Calls 2,448; Security Checks Performed-Residences & Business Locations 310; Incident Cases Reported 154; Crimes Against Property Reported 152; Crimes Against Persons Reported 94; Accident Reports 105; Traffic Citations Issued 355; Alarms 94; Miles of Road Patrol 45,840. TRAFFIC CONTROL: The MPD issued a total of 355 traffic citations, this being 43 more than same time last year. The MPD made 11 arrests for DUI, one more than same time last year. Radar citations totaled 133, this being 40 less than same time last year. The MPD handled a total of 104 traffic accidents, this being 16 less than same time last year. There were 63 property damage accidents, 16 injury accidents, there were 24 accidents that occurred on private property. Of the above accidents there were 16 hit-skip accidents and there were 5 accidents that occurred as a direct result of alcohol and/or drugs. The MPD investigated 14 accidents involving juveniles resulting in 2 reported injuries. There was one fatal accident. There were 86 motor vehicles towed by the MPD, this being 7 less than was towed last year. Of the above tows, 42 vehicles were towed from traffic accidents, 5 for traffic offenses of some type, 16 as a direct result of an arrest and 22 for parking violations. The traffic officer mailed 9 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 6 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 6 motor vehicles. The traffic officer issued or acted upon 21 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. As of the last day of the month, there were 52 motor vehicles sitting upon the Police Impound Lots. Of the 52 vehicles, several are waiting for court order to dispose of them. ENGINEERING ANNEXATION: Sanders Annexation: Hearing February 9, 2006. Approved by Stark County Commissioners. Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. Working with ODOT to get a new estimate for a smaller bridge. Also working with Stark County to acquire funding proposed 2007 budget. Awaiting for final close out of existing project. Attending meetings with County and ODOT to resolve funding and schedules. Met with SBC, ODOT & County to resolve SBC conflicts. Working with County to program new structure for 2007. Received SBC proposal. City and County have applied for additional Federal funding. The agreement between the County and City has been sent to Council to approve the Safety-Service director to enter into said agreement. Met with County and have met with consultant to work on new scope. Meeting set with County and SBC to coordinate improvements. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. US 30 Bridge Project: Working with ODOT and Massillon Parks Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance of traffic plan. 2005 Bridge Inspections: Inspections and inventory has been completed and forwarded to ODOT for review and comment. Received reports from ODOT February 14, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Under construction. Met with CTI in January 2006. Awaiting contractor to finish several items and punch lists items in spring. City is investigating odor control solutions. West Warmington Sanitary Sewer: Central Allied Enterprises is contractor. 100% completed. Few punch list items to be done. Consultant is currently studying intersection and report received. Summary memo sent to Administration with copy to Street Committee. Applied and received 2006 grant for intersection. Quarterly report submitted. Sent signed copy of contract to Governor’s Department of Highway Safety. Consultant 60% completed with study. Lincoln Center Phase III-Part B: Requests for Qualifications were received by January 30, 2006. Reviewing and reevaluating scope. Technical interviews scheduled for May 3, 2006 with 3 firms. Tetra Tech Inc. was selected to provide engineering and construction management services. Legislation was sent to Council to allow the Safety Service Director to enter into a contract with said firm. Various Parking Lot Repairs: Reviewing the following parking lots: Tremont/Erie, Conrad parking lots. Municipal Government Building Parking Lot: Designing and reviewing parking lot layout. 80% completed. 151 Lincoln Way East Improvements: n Preparing and designing roadway, walk and building improvements. 50% completed. Jail Upgrades: Still awaiting proposals. Working with Captain Herrick. Fire Station No. 1:Foundation settlement problems reviewed with Chief and consultant to review. Request went to Council. Met with PCSG to prepare bid documents. Expect to be bid in April 3, 2006. No bids received and reviewing options. Ohio Utility Protection/Safety Committee: Attended meeting to discuss common concerns. Next meeting has not been set. Municipal Government Building Roofs: Annex building roof contract awarded to Hal Jones Inc. Work began week of May 22, 2006. Completed and waiting final inspection. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Fixed Asset Report: Updating the Auditor’s data base concerning City-owned and maintained infrastructure. Compiling data to forward to Auditor. Cherry Street Bridge Rehab: Fix void in Ohio Erie Canal under Cherry Road to be completed by Wenger Excavating. Storm Water Mapping: 55% completed. Sanitary Sewer Mapping: 65% completed.

COMMUNITY DEVELOPMENT: 1. The City’s FY2006 Community Development Block Grant (CDBG) Program Application was completed and submitted to the US Department of Housing and Urban Development (HUD). The FY2006 Program Year begins July 1. President Bush’s proposed FY2007 Budget calls for an additional 27% reduction in the CDBG Program. In addition, HUD is proposing a change in the formula which distributes CDBG funding to local communities. If the formula change is approved by congress, Massillon’s CDBG entitlement grant could be reduced another 40%. HUD has estimated that these changes would reduce Massillon’s grant from $750,000.00 to $470,000.00. This would place Massillon below the proposed grant threshold and would result in the loss of our entitlement status. At that point our options would be to either receive a portion of Stark County’s CDB allocation or apply for small City grants through the Ohio Department of Development. The C.D. Department will continue to monitor this situation closely. 2. The City approved an enterprise zone agreement with Polymer Packaging, Inc., a Stark County manufacturer of zip lock plastic containers for the food industry. The company is relocating to Massillon, to an existing 10 acre site at 800 Navarre Road SE. Polymer Packaging plans to invest a total of $22 million for site improvements and new manufacturing lines for this facility. The project will result in the relocation and retention of 68 existing jobs and the creation of 50 new jobs over a 3 year period. The Ohio Department of Development approved a waiver for this project, because Polymer Packaging had an existing enterprise zone agreement for its former location in Jackson Township and state law requires that a waiver be granted before a company with an existing enterprise zone can move and receive another abatement at its new location. 3. The C.D. Director participated in a meeting with officials from the Community Health Foundation and the Stark County Foundation to review Neighborhood Partnership Grant Applications from local neighborhood associations. 4. The C.D. Director attended the monthly meeting of the Massillon Public Library Board of Trustees.

HOUSING: The Department received approximately 70 calls and visits regarding Fair Housing Laws and tenant/landlord issues. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. It was necessary to provide information to several landlords and tenants regarding their rights. I participated in the Stark County Interagency Council on Homelessness’s third annual Public Forum regarding the 2006 Continuum of Care applications. The applicants for funding explained their programs and invited guests provided input on the impact to the community. In my absence, Kitty Yingling attended the Massillon Homes Development Team meeting. Discussed during the session was a progress report regarding construction, a leasing report and a landscaping project planned for June during National Neighborworks Week. “Ballinger Estates” signs were scheduled to be installed at 2 separate locations during an event on June 3rd. A ribbon cutting ceremony was scheduled for later in July with keys being presented to families. Of the 21 homes completed, 13 units are occupied , 4 are ready to move into and 4 are available. After the meeting there was a tour of one of the 5 handicapped units. Kitty was very impressed with the quality of the unit. I participated in the Community Services of Stark County, Inc. Board of Directors meeting in May. After the CEO reported on fund raising and grants, other committees also reported. I have been assigned a new term as Secretary for the agency. I am also a member of the Long Range Planning and Human Resource Committees. The agency continues to do an excellent job providing assistance to Stark County residents. As part of the Selection Committee, Aane Aaby and I participated in a meeting conducted by Community Health Foundation (CHF) to review requests for funding through the Neighborhood Partnership Grant Program. Even though they will not be receiving CDBG dollars, the organizations will continue to receive funding from Stark Community Foundation and CHF. The Association, Walnut Hills Residents Association, Witmer Arms Tenants Association and Wellman Association will receive funding to improve their neighborhoods. Also discussed at the meeting were ways to improve funding for the Massillon neighborhoods in the future. Aane Aaby and I participated in a meeting with Stark County Regional Planning Commission regarding the City’s HOME Program contract. The agreement with them involves the Home Buyer’s Assistance and Housing Rehabilitation Programs. I participated in the Stark County Housing Task Force meeting. Discussed at the session were reports regarding housing topics from the Homeless Collaborative, Interagency Council on Homelessness. Also discussed at the session were plans for the future direction of the Housing Task Force, an update about the new Director of Housing Services in Stark County and Stark County‘s Partners in Homeownership celebration. I participated in a Stark Community Foundation meeting regarding the Economic Success Program. This is a program to assist low income citizens with their income tax return including taking advantage of earned income credit. Also providing information about predatory lending, homeownership and related issues. I participated in a combined session of the regular monthly Western Stark county Medical Clinic (WSCMC) Board of Directors meeting and the annual meeting. The Director and various committees reported. Also discussed at the meeting were the appointments of Directors, Officers and Committees for 2006-2007. The Clinic programs continue to increase due to the need for assistance. At the AHEAD Foundation Board meeting, we reviewed and discussed the operations of the organization that included the financial reports, grants and approval of a new board member. I participated in the quarterly Stark County FEMA Board meeting. We reviewed progress reports from the agencies providing assistance. We also approved the selection of a new board member, who was formerly homeless, to fill the recently vacated position. Funding is rapidly being used, especially for emergency housing. Two applications were accepted and approved for participation in the Home Buyer’s Assistance Program. The rehabilitation portion for 2 are progressing. Seven applications were accepted for the Emergency Housing Rehabilitation Program and 3 contracts were signed after bids were received. One project was completed, 5 are progressing and an inspection was requested for 2 new projects. One wheelchair ramp was installed through the cooperation of the United Way of Greater Stark County and one new applicant was accepted and approved to participate in the program.

STREETS: Cold Mix: 52.00 Tons; Cement: 15.00 Bags. Patched pot holes throughout entire City; Swept streets throughout entire City; Installed 2 guardrail posts and chain for Sewer Department at 3rd St. N.W. at Levy; Mowed grass and whacked weeds throughout entire City; Removed advertising signs from tree lawns and telephone poles throughout entire City; Posted “No Parking” signs and set out barricades on Erie St. N. from Lincoln Way to Federal for Motorcycle Show on May 4,12,19 & 26, 2006; Posted “No Parking” signs on 1st St. S.E.at Museum for school bus parking on May 22,23,24,25 & 26, 2006; Cleaned off catch basins throughout entire City; Posted “No Parking” signs on 1st St. S.E. from Tremont Ave. to Lincoln Way and set out barricades for Memorial Day Parade. SAFETY: In regards to our traffic lights in the City: We replaced numerous lights that were burned out; We worked on traffic controllers or flashers throughout entire City; We worked on wiring jobs in the Recreation Center, Senior Center and City Hall; We worked on wiring problems at the City Garage.

SEWER/WASTE COLLECTIONS: Our new customers numbered 27 for the month and we had 18 customers whose service was discontinued. We picked up extra items for customers at 194 locations at an additional cost of $1,473.00. We had five (5) dumpsters placed on a temporary basis. We had the annual FREE City Clean-Ups Day at the City Garage on Saturday, May 20, 2006. We collected 39 tons of waste, 418 tires and 6.25 tons of appliances. Our cost for the disposal of these items was $1,745.91. The appliances were sold for scrap and we received $562.50 for the metal. The cost of the overtime to our workers was $1,600.00. The total cost to the City for this Clean-Up day was $2,783.41. We are STILL waiting for delivery of our new packer trucks. INCOME TAX: Income Tax collections for the year were down about 3.11% from same time last year. April revenue was actually up about 4.36% from last year. Year to date, revenue is actually up 1.15% from last year. We are still entering tax returns from April and will be sending notices to those who didn’t file as soon as possible.

Miscellaneous: Attended 2 SNS/Mass Clinic meetings; BCMH site visit by northeast district BCMH nurse; Attended a BCMH/HMG webcast in Canton; Held interviews for the positions of 1 full time public health nurse and 1 part time pandemic flu nurse.

EEO: I received 5 calls that related to discrimination in employment issues. The cases were all from the public sector and were referred to the Ohio Civil Rights Commission in Akron. Apparently, the public is looking through the phone directory and the only number that appears for help belongs to Massillon Equal Employment Office. I attend the Massillon Civil Service Commission meeting on May 10, 2006. I submitted my projected department budget for 2007. I met with Rick Gatien and Pat Ramsey to assist in the in the arrangements and production of the Police Agility Test that was scheduled for Tuesday, June 6, 2006. I participated in the interviewing process for Public Health Nurse. The interview team consisted of Terri Argent, Barbara Miller and me. We interviewed 5 highly trained and qualified RNs and I felt all 5 were good candidates and that the interview team made a difficult but hard choice in choosing the right person out of this special group of candidates. I am presently conducting a survey of the Police Department for the purpose of confirming the current status of the Affirmative Action Plan in the MPD. I plan to continue, once the Police Department is completed, to survey the other affected departments within the City to update and monitor the progress of Equal Employment Opportunity in the City of Massillon’s work force.

GOLF COURSE: Golf Revenue: Golf revenues were $121,724.00, an increase of 3.53% from a year ago. This is especially encouraging considering the prolonged inclement weather pattern that we experienced. Year-to-date figures now total $279,429.00 reflecting nearly a 9% increase this year. Golf Course: The golf course continues to improve. The greens are fully recovered from the effects of the poa spring conditions and are now providing excellent putting surfaces. The restoration project on the hillside along Nos. 8 & 9 East and the driving range is nearly complete. A fescue grass has been planted that will grow to be approximately waist high throughout the area with the exception of the wooded area where wild flowers have been where wild flowers have been planted. We should see the effects of this work by mid-summer. A new landscaped bed has been installed in the center of the cart path between No. 8 East tee and No. 9 East green. Bunker edging on all 80 bunkers has been completed. New directional signage has been installed for the reconfigured East course. Miscellaneous: We have successfully launched the new Legends card frequent play program. Golfers paying any 18 hole greens fee now receive a ball mark and a Legends card. When the card has been stamped 5 times it may be redeemed for a free round of golf including cart. There are no restrictions or expiration on the card providing a potential value of $45.00. Golf at The Legends has never been a better value. Our conditions have improved dramatically and the golf course has been made much more golfer friendly. The difficult rough is gone, we have installed more distance markers, there are now 5 sets of tees to provide a fair challenge for all skill levels and carts are rarely restricted to cart paths. Finally, Massillon residents can now enjoy this quality golf experience for a lot less. Factoring in the Massillon discount and a free play every 6th rounds, the average cost for 18 holes with cart is only $23.50 during the week and just $17.50 for seniors. On weekends, the average is $34.00 and just $26.00 after 1:00 p.m. We cordially invite all area golfers to experience THE NEW LEGENDS.

SENIOR CITIZENS CENTER: *Friends of the Parks tidied up at the Recreation Center, football mural and Hess Boulevard; other scheduled meeting rained out. *Massillon area Senior Citizens Day held; 110 at Senior Center for morning activities and lunch; 200 at Recreation Center in afternoon for entertainment and recognizing program. *Reminisce group talked about their school experiences. *Chorus sponsored Day of Prayer program and sang at 3 local nursing homes. *Monthly movie at Lincoln Theatre shown – “Shaggy Dog”. *Garden Club, Adult Boy, Radio Club meet here; Hunger Task Force gave out their monthly food boxes. *Web wise seniors held computer classes on 3 Saturdays. *Van trip to Carrollton Airport Restaurant, Carroll County Courthouse and tour of the area.. *Retirement growth seminar and Boy Scout leaders training here; Also, Literacy Group, TOPS and Committee for Senior Day planning. *Volunteer hours for April: 1141 (Does not include volunteer hours for Tax Aides); Volunteer hours for May: 1158. Director: Attended 2 SARTA Board meetings; Senior Coalition; Stark County Council on Aging; Senior Center Governing Board meeting; Chamber Legislative Breakfast at Amvets and Civic Trust Trustees meeting. Participated in Stark County Senior Citizens Day May 16th.
