MAYOR’S MONTHLY REPORT
MARCH 2008

FIRE: The Department responded to a total of 362 alarms, this is an average of 11.6 alarms per day. There were 52 fire alarms, 9 public service calls and 301 rescue and EMS calls. The total estimated fire loss was $8,500.00. While there were no fire related deaths, there was one civilian injury. There were no firefighter injuries. 3/6/08: I attended the monthly LOGIC Board meeting. 3/7/08: The department provided extra staffing during the snowstorm. 3/12/08: I attended the Stark county Fire Chief’s Executive Board meeting. 3/13/08: I met with the Union in regard to the fitness program. Additionally, the Fire Department responded to a tactical EMS assignment in conjunction with the MPD. 3/24/08: Brian Sponseller and Ernest Bard were sworn in as new employees to the Fire Department. March is characteristically Homeland Security grant writing month and this year was no different. This year, the Fire Department wrote a grant for funding to train 9 employees to become hazardous materials technicians. I cannot overemphasize the importance of the first few minutes following a hazardous materials release and how using that time appropriately will result in lives being saved and not lost. These technicians will provide the knowledgeable resources base from which to conduct operations until the Stark County HazMat team arrives. Those present at the Aultman West disaster drill or Stark County HazMat team arrives. Those present at the Aultman West disaster drill or those who have read the subsequent report will immediately understand this necessity. There is, and should be, growing concern about the transport of Ethanol through our City by both truck and rail. Like most other departments in Stark County, we are not prepared for an Ethanol fire. There is specific foam required to fight those fires and perhaps the only source of product in Stark County is Marathon Oil Company. Massillon Fire Department also is the host department in a regional grant request for a comprehensive River Rescue training program. Again, this grant will allow 7 departments to provide in depth training in ropes and river rescue to coordinate a safe and effective response to rescues along the Tuscarawas River corridor. The Fire Prevention transition continues. Capt. Layne and Inspector Stuck are set to retire in April. Capt. Thieret and Reggie Winters are orienting themselves to their positions. Firehouse Software is in place and running correctly. All employees are beginning to enter reports for NFIRS (fire) and EMSIRS (EMS). There is still a lag in prior runs that must still be entered from December 2007 to present but we are working diligently to complete this operation. Demographic reporting should be available again starting in June 2008.

POLICE; Arrests: Total Adult Arrests 73; Total Juvenile Arrests 10; Summons/Citations Issued 20. Incidents: Total Calls 1,794; Security Checks Performed-Residences & Business Locations 112; Incident Cases Reported 89; Crimes Against Property Reported 97; Crimes Against Persons Reported 90; Accident Reports 112; Traffic Citations Issued 143; Alarms 113; Miles of Road Patrol (mileage from previous month) 40,196. Officers: Compensatory Hours Used 123.3; Sick Hours Used 113.1; Personal Hours Used 184.0; Compensatory Hours Earned 858.9; Overtime Hours Earned 424.7.

TRAFFIC CONTROL: The MPD issued a total of 143 traffic citations, this being 119 less than same time last year. The MPD made 13 arrest for DUI, this being 3 less than same time last year. Radar citations totaled 4, this being 93 less than same time last year. The MPD handled a total of 110 traffic accidents, this being 1 more than same time last year. There were 62 property damages accidents, 15 injury accidents, no fatal accidents and 34 accidents that occurred on private property. Of the above accidents, there were 23 hit-skip accidents and there were 7 accidents that occurred as a direct result of alcohol and/or drugs. There was 1 motorcycle and 1 pedestrian accident. The MPD investigated 10 accidents involving juveniles resulting in 5 reported injuries. There were 92 motor vehicles towed by MPD, this being 8 more than same time last year. Of the above tows, 37 vehicles were towed from traffic accidents, 4 for traffic offenses of some type, 25 as a direct result of an arrest and 25 for parking violations and 1 recovered stolen vehicle. The traffic control officer mailed 2 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 13 titled searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 13 motor vehicles. The traffic officer issued or acted upon 31 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 19 parking citations. As of the last day of the month there were 46 motor vehicles sitting upon the Police Impound Lots. Of the 46 vehicles, several are waiting for court order to dispose of them. Summary: Accidents 37 YTD 107; Traffic 4 YTD 17; Parking 25 YTD 65; Arrests 25 YTD 67; STL/REC 1 YTD 3; Misc. 0 YTD 0. ENGINEERING: ANNEXATION: Prophecy Massillon Annexation: Filed at County on September 6, 2007. Hearing date November 29, 2007. Approved by Stark County Commissioners. Revised to account for Navarre’s annexation of the County Farm. Accepted by Council on March 3, 2008. The plat will be recorded in April 2008. Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing will take place in City Council Chambers on April 9, 2008 at 7:00 p.m. Manson Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing will take place at the Tuscarawas Township Administrative offices on April 16, 2008 at 7:00 p.m. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permits from Norfolk Southern & RJ Korman Railroads. Plans have been submitted to ODOT for approval. Anticipated bid opening is in April 2008. AT&T began their relocation work. Erie Street Bridge: A pre-bid meeting took place on august 30, 2007. Project was bid out fall of 2007. The current estimate is $1.8 million. Keffler Construction of Canfield, Ohio was awarded the contract. Work has begun and is to be completed by October 2008. The bridge will be re-decked, widened to 3 lanes and a sidewalk will be added. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. U.S. 30 Bridge Project: Ruhlin selected as contractor. Began work on September 5, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: City is investigating odor control solutions. Tertiary filters have been put on line. The Law Director has entered into contract on behalf of the City with the law firm of Bricker & Eckler LLP to deal with the change orders submitted by Kokosing and also remaining items to complete the contract. A draft of the odor control study has been completed and is under review. Final payment has been made to Kokosing. South Massillon Sanitary Sewer Extension: Easements obtained from property owners and plat has been recorded. Project was bid with the bid opening November 7, 2007. Beheler Excavating, Inc. was awarded the contract. Construction to begin January 7, 2008. 98% completed. Restoration to be completed in the spring. Sanitary Rate Study: URS Corp. has been retained to complete a sanitary sewer rate study for residential/commercial and Industrial users. The report has been submitted and has been issued to City Council. Met with various industries in January 2008. The recommended rates are currently before City Council. Council rejected the proposed increases at the March 17, 2008 meeting. 27th Street/Bison Avenue Sanitary Sewer: 80% design completed. This project would be completed to assist the proposed Poets Glen Annexation. STREETS: Wales Rd./SR 241 Rehabilitation: The funding request from SCATS for engineering was denied and we will be re-evaluating the scope of the project. The new project scope will be to improve the intersections of Lake/Wales and Hankins/Wales. Also included are the intersections of Erie/Tremont and Jackson (27th)/Lincoln Way East. URS has been selected as the consultant. Currently awaiting ODOT to issue a Notice to Proceed. 2007 Street Resurfacing: Bid opening September 14, 2007. Superior Paving low bidder. Began the week of October 28, 2007. Paving completed as of November 28, 2007. Compiling punch list for spring completion. 2007 Target Area Street Resurfacing: Bid opening September 14, 2007. It is anticipated these projects will commence in 2009. 151 Lincoln Way East Improvements: Project will re-bid in 2008. SR241/Tremont Intersection Improvements: ODOT approved grant. To be constructed in 2009. 27th/Lincoln Way East Intersection Improvements: ODOT approved grant. To be construction in 2009. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. Storm Water Report: Preparing to submit 2007. Annual report. A brochure has been completed regarding erosion control for homebuilders and is being distributed through the Building Department and meets a requirement by OEPA for the public education section of our Storm Water Management Plan. The 2007 annual report has been submitted to OEPA. Storm Water Mapping: 96% completed. SE drawings completed/SD drawings. Sanitary Sewer Mapping: 96% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 18% completed. Editing files to include pipe length and slope/material. SRTA Funding: Submitted a letter of interest to ODOT for Massillon City Schools for funding to develop a safe route to school plan for the district. Submitted an application requesting funds to develop a SRTS plan. Funding has been approved to develop the plan per the application. Will be working with ODOT’s selected consultant on plan development. GIS: Completed transferring items to ESRI. Setting hyperlinks. Modifying display and addressing and permits and maps. Keuper Storm Sewer: Relocation design is complete. Submitted to OPWC in September for funding. Project estimate is $335,000.00. Project was approved by District 19 as a loan. The feasibility of this project will be evaluated. Augusta Lakes Drainage: Survey completed. Holderbaum Sewer & Drain will be installing a catch basin and 400 feet of 18” pipe to alleviate flooding problems in January 2008/installation completed. Restore in the spring. Web Site: Currently developing an Engineering Department web site.

COMMUNITY DEVELOPMENT: 1. The City prepared a preliminary budget for its FY2008 Community Development Block Grant (CDBG) Program. The budget will be available for citizen review and comment for a 30 day period in April. Final approval and submission of the City’s block grant application to the US Department of Housing and Urban Development must be completed by May 15th. The City’s FY2008 Program year begins July 1st. CDBG funding is reduced from prior years, due to Congressional funding reductions in the program. 2. The CD Department completed the City’s annual enterprise zone performance report for submission to the Ohio Department of Development. This report provides information on project investment and jobs created and retained by those companies receiving tax abatements from the City. This information will be submitted for review and recommendation by the City’s Tax Incentive Review Committee (TIRC). TIRC recommendations will then be submitted to City Council. 3. With final acceptance of the Prophecy Massillon Annexation, the CD Department is in the process of completing a petition to the Ohio Department of Development to amend the boundaries of the City’s enterprise zone to include this newly annexed area. City Council approval will be needed to submit this petition to the state. 4. The City Planning Commission reviewed rezoning requests for the Prophecy Massillon area and for a proposed Rite Aid Drug Store along the 2400 block of Lincoln Way East. 5. The Site Plan Review Committee reviewed site plans for the Vision Power Bio-fuel facility for Fibercorr and for storage buildings along Nave Road. 6. City officials, including the Mayor, met with representatives of the Stark County Treasurer and Stark County Prosecutor to review procedures for acquiring vacant, tax delinquent properties under an accelerated foreclosure process.

HOUSING: The Department received approximately 60 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. Invitations were sent out to local agencies for the upcoming Fair Housing/Tenant Landlord seminar sponsored by the Housing Department. Invitations will be sent out at a later date to others who we feel will benefit from this session. I participated in the Community Building Partnership (CBP) of Stark County Operating Committee meeting. During this quarterly meeting, we focused on the organizational assessment reports from the consultants assisting in Community Development Corporations (CDs). There was also an update on all program activities, fund raising, the final 2007 budget report and a Resource Development update. I participated in a Stark county Housing Task Force (SCHTF) Planning Committee meeting to determine the agenda for the regular Housing Task Force meeting. We planned for the next two meetings, including April’s Fair Housing education. Valerie Watson, from Stark County Regional Planning and I will present. The SCHTF meetings are attended by housing providers who work with tenants and could use the information. I participated in the Family Economic Success (FES) meeting. Program updates and the revised budget for 2008-2009 were discussed. Progress of the 2007 tax season and activities to continue promotion of ht program were also reviewed. FES is a vital organization that provides a much needed service through their free income tax preparation for low income families. Their office at the Massillon location has been very busy. I met with the Family Support Coordinators for The Habitat for Humanity organization. We discussed the agency’s partnering with agencies in Massillon in order to provide housing for future homeowners. We received material to distribute to families interested in Habitat for Humanity’s Program. I attended the Walnut Hills Residents Association meeting. Upcoming activities for the organization were discussed which included the 2008 grant request election of officers and plans for summer events. I attended the regular Board meeting of the Western Stark Medical Clinic (WSMC). The various committees reported. Statistics indicate use of the Clinic has increased, especially, for the dental assistance. A marketing campaign to increase volunteers will be kicked off very soon. I also participated in a combined Executive and Nominating Committee meeting of the WSMS. We looked at expiring terms on the Board, new Board members and reorganization of staff duties. I participated in the Save Our Homes (SOH) Coalition meeting. Things are progressing well. I have included information about an upcoming forum to address this issue. Our office mailed this to those who may be interested. I conducted two write up review meetings before soliciting for bids. One pre-construction meeting was conducted from bids received and one project was completed. Four Home Buyer Assistance applicants were approved and the rehabilitation portion was completed for two projects. Three applications were accepted for the Emergency Housing Rehabilitation Program, four projects were completed, two projects are progressing and one was solicited for bids.

STREETS: Cold Mix: 182 Tons; Salt: 617.50 Tons; HPM-Cold Mix: 7.85 Tons; Grit: 112.78 Tons. Patched pot holes throughout entire City; Swept streets throughout entire City; Removed advertisement signs from tree lawns and telephone poles throughout entire City; Cleaned off catch basins throughout entire City; Boarded up 4 doors and 1 window at 1121-25th St. S.W.

SEWER/WASTE COLLECTIONS: Our new customers numbered 24 and we had 12 customers whose service was discontinued. We picked up extra items for customers at 107 locations at an additional cost of $1,080.00. We had 3 dumpsters placed on a temporary basis. Our waste route workers are to be commended for their service to our customers during even the most extreme weather this winter. Even on those days of heavy snow and dangerous ice, our trucks completed their route on schedule. We have also scheduled our FREE Spring Clean-Up for City residents. INCOME TAX: Collections were up 21.5% from same time last year. To date, our total tax collections were up 4.8%. As always, these figures have been balanced with the records in the Auditor’s Office. We experienced a good recovery from the slow revenue from January and February which was down from 2007 revenue. Employee withholdings were up 4.9% from 2007 revenue. Business profits were up 157.2% and taxes received from individuals were up 13.2%.

SENIOR CENTER: Activities: Tax filing assistance began and 230 persons were served this month; Exercise class tallied 165 persons; Knitted afghans sent to Brecksville to VA Hospital; Meals on Wheels still struggles with numbers. This is a great program and I am stymied as to the low numbers. 356 for 20 work days. This is the case at all congregate sites; Regularly scheduled programs continue. Bowling, cards and crafts; Chorus is in rehearsal and the project for Christmas in January 2009 has been chosen. 14 attended Canton Symphony Orchestra on a van trip and stopped for lunch. Volunteers: Hours for February 1,015.5; Hours for March 880.5. Director: Attended two SARTA Board meetings and a Literacy Commission meeting.

EEO: I participated on the interview panel for a Patrol Officer in the Police Department and for the position of Marketing-Special Events Supervisor at the Massillon Recreation Center. I continue to work with the ongoing Ohio Civil Rights Commission case, in an effort to resolve a complaint that was filed in 2007. There have not been any new complaints filed in this office during this month.

FEBRUARY 2008

EEO; I was on the Interview Panel for Police candidates in the MPD. The panel conducted five (5) interviews on Friday, 2/21/08 and four (4) more interviews on Monday, 2/25/08. The panel concluded that, three (3) of the candidates exhibited exceptional talents and certifications and recommended that they be considered for the two (2) positions that are needed. I am actively involved with the conciliation agreement that has been reached with Mr. Matthews and the Ohio Civil Rights Commission. On February 19, 2008 two (2) new recruits where hired as Firefighter/Paramedic. Mr. Brian Sponseller and Mr. Ernest Bard have successfully completed all examinations and testing and will be sworn in on Monday, March 24, 2008. Congratulations to Mr. Sponseller and Mr. Bard II and welcome to Massillon.
