MARYOR’S MONTHLY REPORT

TRAFFIC CONTROL: The MPD issued a total of 122 traffic citations, this being 56 less than same time last year. The MPD made 11 arrests for OVI, this being 2 more than same time last year. Radar citations totaled 5, this being 44 less than same time last year. The MPD handled a total of 79 traffic accidents, this being 18 less than same time last year. There were 44 property damage accidents, 11 injury accidents, 24 accidents that occurred on private property and no fatal accidents. Of the above accidents, there were 20 hit-skip accidents there were 4 accidents that occurred as a direct result of alcohol and/or drugs. There were 0 pedestrian, 0 bicycle and 0 motorcycle accidents. The MPD investigated 6 accidents involving juveniles that resulted in 2 injuries. There were 76 motor vehicles towed by the MPD, this being 2 less than same time last year. Of the above tows, 24 vehicles were towed from traffic accidents, 8 for traffic offenses of some type, 20 as a result of an arrest, 23 for parking violations and 1 stolen/recovered. The traffic officer issued 19 parking citations. The traffic officer mailed 7 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer requested 23 titles searched to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 23 motor vehicles. The traffic officer issued or acted upon 22 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. Also the traffic officer inspected 52 garbage trucks. As of the last day of the month, there were 28 motor vehicles sitting upon the Police Impound Lots. Of the 28 vehicles several are waiting for court order to dispose of them. ENGINEERING: ANNEXATION: Prophecy Massillon Annexation: Filed at County on September 6, 2007. Hearing date November 29, 2007. Approved by Stark County Commissioners. Revised to account for Navarre’s annexation of the County Farm. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. It is intended to bid this project in the fall of 2007 and to have a contractor begin work early 2008. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permit from Norfolk Southern & RJ Korman Railroads. Plans have been submitted to ODOT for approval. Erie Street Bridge: A pre-bid meeting took place on August 30, 2007. Project was bid out fall of 2007. The current estimate is 1.8 million. Keffler Construction of Canfield, Ohio was awarded the contract. Work will commence in January 2008 and is to be completed by October 2008. The bridge will be re-decked, widened to 3 lanes and a sidewalk will be added. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. US 30 Bridge Project: Ruhlin selected as contractor. Began work on September 5, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: City is investigating odor control solutions. Tertiary filters on line. The Law Director has entered into contract on behalf of the City with the law firm of Bricker & Eckler LLP to deal with the change orders submitted by Kokosing and also remaining items to complete the contract. A draft of the odor control study has been completed and is under review. Final payment has been made to Kokosing. South Massillon Sanitary Sewer Extension: Easements obtained from property owners and plat has been recorded. Project was bid with the bid opening on November 7, 2007. Beheler Excavating, Inc. was awarded the contract. Construction to begin January 7, 2008. 98% completed. Restoration in spring. Sanitary Rate Study: URS Corp. has been retained to complete a sanitary sewer rate study for residential/commercial and industrial users. The report has been submitted and has been issued to City Council. Met with various industries in January 2008. STREETS: Cherry Road N.W. Improvements: Shelly Company low bidder awarded contract. 100% completed. Final payment has been made. Project is completed. 27th Street Widening: Bid opening May 17, 2006. Shelly Company awarded contract. 100% completed. Final payment has been made. Project is completed. Wales Rd./SR 241 Rehabilitation: The funding request from SCATS for engineering was denied and we will be re-evaluating the scope of the project. The new project scope will be to improve the intersections of Lake/Wales and Hankins/Wales. Also included are the intersections of Erie/Tremont and Jackson (27th)/Lincoln Way East. URS has been selected as the consultant. 2007 Street Resurfacing: Bid opening September 14, 2007. Superior Paving low bidder. Began the week of October 28, 2007. Paving completed as of November 28, 2007. Compiling punch list for spring completion. 2007 Target Area Street Resurfacing: Bid opening September 14, 2007. Superior Paving low bidder. Grading for roadway. Woodland Creek: Preliminary plat approved. Plans approved by City and by EPA. Plat for condo phase recorded at County. MISCELLANEOUS: 402 Intersection Safety Study: Received ODOT funding for Tremont/Erie, Lincoln Way East/27th Street Intersections. It is anticipated these projects will commence in 2009. Various Parking Lot Repairs: Reviewing the following parking lots: Tremont/Erie; Conrad parking lots. 151 Lincoln Way East Improvements: Project will re-bid in 2008. SR241/Tremont Intersection Improvements: ODOT approved grant. To be constructed in 2009. 27th/Lincoln Way East Intersection Improvements: ODOT approved grant. To be constructed in 2009. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Storm Water Report: Preparing to submit 2007 Annual Report. A brochure has been completed regarding erosion control for homebuilders which is being distributed through the Building Department and meets a requirement by OEPA for the public education section of our Storm Water Management Plan. Storm Water Mapping: 95% completed. SE drawings completed/SD drawings. Sanitary Sewer Mapping: 95% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 15% completed. SRTS Funding: Submitted a letter of interest to ODOT for Massillon City Schools for funding to develop a safe route to school plan for the district. Submitted an application requesting funds to develop a SRTS plan. GIS: Completed transferring items to ESRI. Setting hyperlinks. Keuper Storm Sewer: Relocation design is complete. Submitted to OPWC in September for funding. Project estimate is $335,000.00. Project was approved by district 19 as a loan. The feasibility of this project will be evaluated. Augusta Lakes Drainage: Survey completed. Holderbaum Sewer & Drain will be installing a catch basin and 400 feet of 18” pipe to alleviate flooding problems in January 2008/installation completed. Restore in the spring.
COMMUNITY DEVELOPMENT: 1. The City was notified by the US Department of Housing and Urban Development (HUD) that its FY2008 Community Development Block Grant (CDBG) entitlement amount will be $718,625.00. This represents a reduction of $29,172.00 (or 4%) from the City’s FY2007 grant of $747,797.00. The City accepted funding requests from local organizations through January 31st. The City will now prepare a preliminary CDBG budget for FY2008. Final approval and submission of the City’s block grant application to the US Department of Housing and Urban Development must be completed by May 15th. The City’s FY2008 Program Year begins July 1st. 2. The CD Department continues to work on the Shearer’s project. The CD Director traveled to Columbus to represent the City at a meeting of the Ohio Tax Credit Authority, at which State Job Creation Tax Credits were approved as an economic development incentive for Shearer’s to locate their proposed expansion in Massillon. 3. The CD Department is working with Case Farms which is considering construction of a $14 million
feed mill on Millennium Boulevard in NeoCom Industrial Park. Case Farms have applied to the City for an enterprise zone tax abatement on this development. The City has offered Case Farms, subject to Council approval, a $15,000.00 economic development grant. The state has approved a Job Creation Tax Credit, as well as, funding to refurbish the rail line serving the project site. In addition, the City has also approved the proposed site plan for this project. 4. The CD Department is also working with Pepsi Cola Bottling Company, which has acquired the former Fame Beverage Building on Warmington Road S.W. Pepsi will be consolidating its regional distribution operations, including relocating its New Philadelphia operations. Pepsi has requested that the City approved the assignment of the current enterprise zone tax abatement on the Warmington Road facility. In addition, the City has approved Pepsi’s site plan for parking lot improvements on this property. 5. The CD is working on the annual performance report for its various enterprise zone projects for submission to the Ohio Department of Development by the end of March. This report will provide information on project investment and jobs created and retained by those companies receiving tax abatements from the City. 6. The City is also participating in the Local Update of Censes Addresses (LUCA) Program in preparation for the upcoming 2010 Census. Under this program, the CD Director is working with the Census Bureau to help make their address list for Massillon as accurate as possible. 7. Besides the Ohio Tax Credit Authority Meeting, the CD Director attended the Quarterly Meeting of the Ohio Conference of Community Development (OCCD), including his position as Chairman of the OCCD Policy Committee.
HOUSING: The Department received approximately 65 calls and visits regarding Fair Housing Laws and tenants/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. I attended a Walnut Hills Residents Association meeting. Recent events and plans for the new year were discussed which included election of officers and the possibility of additional residents taking advantage of Stark Community Foundation’s Neighborhood Leadership training classes. There was a discussion about plans to convey some association owned land to Habitat for Humanity of Stark and Carroll counties. They also discussed plans to apply for funds from various sources. I participated in a Family Economic Success meeting. At this session we discussed the 2007 tax season, funding and goals of the program. We also discussed upcoming events including National Earned Income Tax Credit (EITC) Awareness Day, United Way’s Financial Literacy Workshop and the Super Saturday Event for free income tax filing. This program is an opportunity for people to receive their refund, including earned income, credit, quickly and free of charge. I attended the Symposium of Family Financial Stability organized by the United Way of Greater Stark County and conducted at Glenoak High School. It was an excellent forum regarding the development and implementation of a community plan to enhance the financial stability of Stark County families. I received information about new programs that may provide assistance for Massillon families. I participated in an AHEAD Foundation Board meeting. General operations of the organization, financial reports, election of officers and renewal of Board of Terms were discussed. A new Board President took office during the meeting. This agency continues to offer valuable support to Massillon City School students and families. I attended the Save Our Homes (SOH) Coalition meeting for volunteer training. We are developing a plan to assist residents facing foreclosure by providing them with resources. At the meeting, we heard presentations about the available resources. We have one additional meeting about resources and to approve the questionnaire before implementing the plan. I participated in the Western Stark Medical Clinic Board of Director’s meeting, Changes have occurred at the Clinic. The Board and Staff are working to keep things progressing while dealing with the changes. One applicant was accepted and approved to participate in the Home Buyer’s Assistance Program. Bids were submitted for the rehabilitation portion for one project and the work is progressing on another job. One application was accepted for the Emergency Housing Rehabilitation program, two contracts were signed after bids were accepted from contractors, two are progressing and one was completed. One new application was accepted after letters of interest were sent out for the full Housing Rehabilitation program. One project was completed and two are progressing.

Patched the streets throughout entire City; Swept streets throughout entire City; Repainted offices, restrooms and lunch room floors at City Garage; Removed advertisement signs from tree lawns and telephone poles throughout entire City; Cleaned off catch basins throughout entire City; Graded alleys; Removed fallen tree limbs from streets caused by high winds; Removed remaining bagged leaves from the Parks.
SEWER/WASTE COLLECTIONS: Our new customers numbered 45 and we had 29 customers whose services were discontinued. We picked up extra items for customers at 110 locations at an additional cost of $1,051.50. We had two (2) dumpsters placed on a temporary basis. With wages and fuel cost increasing each year, we may need to look into a rate increase for the waste service in 2008. Our last increase was in July of 2006. The cost of maintenance, including tires, has also increased. I will continue to closely monitor our revenue and expenses. INCOME TAX: Collections this month were down 6.0% from same time last year. As always, these figures have been balanced with the records in the Auditor’s Office. Employee withholdings were up 1.5% and business profits were down 66.8%. This has been the trend for several months that withholdings have increased but businesses are reporting less profit. Taxes received from individuals were down 4.1%.

EEO: This office received three (3) calls and two (2) visits from citizens seeking employment information relative to City jobs and/or jobs with the Massillon School System. Applications and other employment information was provided and the individuals were referred to the Civil Service Office. I was invited to sit on an interview panel for the Aquatic’s Supervisor position at the Massillon Parks and Recreation Department. The candidate performed well and was hired to the position. Her name is Liann Cox and the effective date of employment is February 19, 2008. The candidate presented some impressive credentials and brings a Bachelor’s degree in Physical Education. This office was involved in the process of finding a candidate to fill the position of Automotive Mechanic in the Street Department. The selection process was set in motion and the result was a promotion from within. Paul Lapikas was selected to the position of Mechanic. His effective date of employment in this position is February 4, 2008. Congratulations to Liann Cox and Paul Lapikas and good luck in your new positions. The EEO Director was also a member on the panel to interview eleven (11) candidates for two (2) openings in the Fire Department. All candidates presented superior qualifications and experience in the position of Firefighter. A total of ten (10) candidates achieved a score higher than 82% at the interview and the eleventh individual scored at 76%. All candidates are receiving further evaluations through the Civil Service process and the announcement of the successful candidates shall be forthcoming.
