 The Auditor of the City of Massillon is elected and serves a four year term. the auditor is responsible for ensuring the City funds are being managed properly and in compliance with the laws and regulations of the State of Ohio. These responsibilities include but are not limited to the recording of all revenue and issuing warrants for all City expenditures as well as keeping accurate records of all transactions in compliance with the Ohio Revised Code. An annual report is made to the State of Ohio on a GAAP Basis and is audited annually by the Auditor of State.

The Building and Zoning Department is responsible for residential, commercial and industrial code enforcement. This includes building and housing inspections, electrical , plumbing and HAVC inspections, plan review, zoning and contractor licensing . Responsible for fire suppresion, fire prevention and investigation. Also included are paramedic emergency services and fire safety education programs.

The fire department consists of 45 full time firefighters, 28 of which are paramedics. The emergency fleet has 3 paramedic units, 4 pumpers, 1 aerial tower and 4 miscellaneous staff vehicles.

Our mission is to provide housing rehabilitation for low income homeowners and to offer a homebuyers assistance program for low and moderate income individuals and families. The department will also assist in housing discrimination complaints and landlord/tenant counseling.

The City of Massillon Housing Department administers several programs; Fair Housing and Landlord/Tenant Counseling, several housing rehabilitation programs and a homebuyer's assistance program. Under The Emergency Repair Program we can assist low income homeowners with up to $5,000 for one emergency housing problem, such as roof replacement, electrical, plumbing or heating. Assistance is available immediately. Under the Housing Rehabilitation Program owner-occupied properties are brought into Housing Quality Standard (HQS). We address issues such as roof, electric, plumbing, heating and windows, with a limit of $25,000. A waiting list exists for this program. Funding is available for down payment and closing costs for families who wish to purchase homes. No waiting list exists for the Homebuyers Assistance Program.

The City of Massillon Income tax Department collects a 1.8% local tax for our city residents and the business community to fund essential city services.

The department assists taxpayers by providing forms and instructions and will assist individuals in person with filling out their Massillon returns. Collection of taxes is handled in a fair and nondiscriminatory manner. Administration of the City of Massillon Income Tax is governed by the Ohio Revised Code, the Codified Ordinances of the City of Massillon and the City of Massillon Board of Income Tax Review Rules and Regulations.

The office handles many Civil cases filed against the City, makes numerous appearances before the Fifth District Court of Appeals, prepares and/or approves Ordinances, resolutions, numerous legal opinions and letters written to various public officials. My office prepares various contracts, deeds, leases and other written instuments for the City. We are involved in all annexation proceedings as well as contractual arbitration disputes. and assist the Massillon Income Tax Department in collection of taxes.

The Massillon law Department prosecutes all Criminal and Traffic cases that go through the Massillon Municipal Court. My staff handles private complaints and many other duties of the office, such as presenting seminars to the local police departments to update them on changes in the law, letters on behalf of the Building Department for building code violations and Health Department regarding city code violations and representation for the City in numerous complaints filed in Common Pleas Court for demolition of buildings in the City.

My office supervises the sewer and waste department in the filing of civil complaints and collection proceedings to collect overdue debts. We represent the City on grievences files by City employees with S.E.R.B. as well as numerous grievances that are resolved during the process of arbitration. We are also involved in bond issues and review and approve voluminous documents for each of these issues.

My office also represents the Massillon Board of Education pursuant to the Ohio Revised Code.

Sewer and Waste Collectionsis the billing and accounting office for all sewer accounts within the City Limits of Massillon. Billing is done ona quarterly basis (every three (3) months) and is billed in arrears. All sewer billing is done on a flat rate basis, due to the fact that the City does not provide water service and therefore does not have access to the flow records. Water service is provided by Consumers Ohio water Service, a privately owned company, (330) 833-4156. Approx 12,000 accounts are billed for sewer in Massillon.

The mission of the Waste Department is to provide complete waste disposal for Massillon City residents and businesses. Bag or container service is available.


RECYCLING

The City does not offer curb-side recycling but does offer a drop off recycling service.

The drop-off site is located at the City Garage, 401 Walnut Rd S.W. The site is open Mon - Fri from 7:00A.M. to 6:00 P.M. Items accepted are: metal and aluminum cans, plastic, paper and cardboard. For more informtion click HERE.

The City of Massillon, located in the west central portion of Stark County, owns and operates a 12.5 MGD wastewater treatment facility which serves the City of Massillon and portions of Stark County.

Annually, the treatment operation is processing an average of 6 million gallons of bio solids, which is treated and applied as an agricultural fertilizer in various farming communities throughout Stark County.

The treatment operation is quite efficient and discharges a quality effluent into its receiving stream, the Tuscarawas River.
