MINUTES OF THE SPECIAL MEETING
MASSILLON CITY COUNCIL
HELD, MONDAY, AUGUST 12, 2013
COUNCIL PRESIDENT TOWNSEND B Okay, the Massillon City Council meeting will come to order. This special meeting was called by the mayor to discuss the to discuss the passage of Ordinance No. 89. Roll call please.
1. ROLL CALL
Roll call for the evening found the following Council Members present: Milan Chovan Sarita Cunningham-Hedderly, Nancy Halter, Quenessa Hampton, Ed Lewis, Paul Manson, Donnie Peters and Larry Slagle
Thus giving a roll call vote of 8 present.
COUNCIL PRESIDENT TOWNSEND B Thank you. May I have a motion to excuse Councilwoman Scassa please? Motion by Councilman Lewis, seconded by Councilwoman Cunningham-Hedderly. Roll call please.
Roll call vote of 7 yes, 1 no to excuse Councilwoman Scassa. Peters voted no.
2. ACTION TAKEN WITH POSSIBLE PASSAGE ON THE FOLLOWING ORDINNACE:
ORDINANCE NO. 89 - 2013 BY: FINANCE COMMITTEE
Authorizing the Mayor on behalf of Massillon City Council to enter into the Real Property Agreement between the City of Massillon and Fresh Mark, Inc., for the purpose of accepting a grant to be used solely and exclusively towards the renovation of Genshaft Park and forever prohibiting the City of Massillon from transferring, selling, or otherwise cease using Genshaft Park for the purposes specified in the attached agreement, and declaring an emergency.

COUNCILMAN PETERS B I’m going to make a motion that we waive the rule requiring three separate readings and bring Ordinance No. 89 – 2013 forward for a vote.

The rules were suspended by a roll call vote of 7 yes, 1 no. Slagle voted no.
ORDINANCE NO. 89 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 7 YES, 1 NO. SLAGLE VOTED NO.
