MINUTES OF THE SPECIAL MEETING
MASSILLON CITY COUNCIL
HELD, MONDAY, MARCH 11, 2013 

COUNCIL PRESIDENT TOWNSEND  B I’ll call this special meeting to order for Monday, March 11, 2013 at 7:00pm.  This meeting was called to order by the committee members of the finance committee headed by Councilman Donnie Peters chairman.    

1.  ROLL CALL

Roll call for the evening found the following Council Members present:  Milan Chovan Sarita Cunningham-Hedderly, Nancy Halter, Quenessa Hampton. Ed Lewis, Paul Manson, Donnie Peters, Andrea Scassa and Larry Slagle.

Thus giving a roll call vote of 9 present.

2. ACTION TAKEN WITH POSSIBLE PASSAGE ON THE FOLLOWING ORDINANCES:

ORDINANCE NO. 26 - 2013                      BY:   FINANCE COMMITTEE

Authorizing the Mayor and the Director of Public Service and Safety of the City of Massillon, Ohio, to enter into a contract agreement with the AFSCME, Ohio Council 8, Local 996, covering the Wastewater Treatment Plant employees that shall be in effect from March 1, 2013 through April 1, 2015, and declaring an emergency.

 

COUNCIL PRESIDENT TOWNSEND  B Councilman Donnie Peters.

COUNCILMAN PETERS B Thank you, Mr. President.  As the clerk read this is the AFSCME, Ohio Council Local 996 covering the Wastewater Treatment Plant employees.  This is a contract that we discussed in our executive session this evening.  I’ll open it up for any questions in case somebody has any other further questions.

COUNCIL PRESIDENT TOWNSEND  B Councilman Lewis?

COUNCILMAN LEWIS  B Yes, I’d like to call up the mayor and the safety service director forward please.  I’d just like to confirm on the record before we take our vote that this contract that we’re reviewing the employees that are covered under this contract have agreed for the next three years to take no general pay raises.  This does not include any step bumps or anything else just general 3-0’s and they’ve also agreed to join the health committee with the same contributions as other members of the committee throughout the city.  Is that correct?

SAFETY SERVICE DIRECTOR JOHNSON – Yes.

COUNCILMAN LEWIS  B That’s all I have.

COUNCIL PRESIDENT TOWNSEND B Any more questions?  Councilman Peters?

COUNCILMAN PETERS moved for suspension of the rules and passage, seconded by Councilman Manson.

The rules were suspended by a roll call vote of 7 yes.  Cunningham-Hedderly and Halter voted no.

ORDINANCE NO. 26 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 7 YES, 2 NO.  CUNNINGHAM-HEDDERLY AND HALTER VOTED NO.

ORDINANCE NO. 27 - 2013                      BY:   FINANCE COMMITTEE

Authorizing the Mayor and the Director of Public Service and Safety of the City of Massillon, Ohio, to enter into a contract agreement with the AFSCME, Ohio Council 8, Local 996, covering the Public Works Department employees that shall be in effect from March 1, 2013 through April 1, 2015, and declaring an emergency.

COUNCILMAN PETERS B Thank you, Mr. President.  This ordinance is again for contract with AFSCME, Council 8, Local 996 for the Public Works Department employees.  We also discussed this at our in our executive session tonight.  So I’ll open it up for any questions I guess same way.

COUNCIL PRESIDENT TOWNSEND  B Councilman Lewis?

COUNCILMAN LEWIS  B Interim safety service director again please.  Good evening again same question as before.  Does this contract that we’re about to vote on for the employees covered by they have agreed to no pay raises outside of their standard step raises, no generals they’ve taken 3-0’s and they agreed to be part of the health committee and pay contributions as everyone else in the city into that committee

SAFETY SERVICE DIRECTOR JOHNSON – Yes.

COUNCILMAN LEWIS  B Alright, thank you.

COUNCIL PRESIDENT TOWNSEND B Any more questions?  Councilman Peters?

COUNCILMAN PETERS moved for suspension of the rules and passage, seconded by Councilman Slagle.

The rules were suspended by a roll call vote of 7 yes.  Cunningham-Hedderly and Halter voted no.

ORDINANCE NO. 26 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 9 YES.
