POLICE: Arrests: Total Adult Arrests 47; Total Juvenile Arrests 9; Summons/Citations Issued 21. TRAFFIC CONTROL: The MPD issued a total of 119 traffic citations, this being 15 less than same time last year. The MPD made 11 arrests for OVI, this being 6 less than same time last year. Radar citations totaled 6, this being 2 less than same time last year. The MPD handled a total of 101 traffic accidents, this being 10 more accidents than same time last year. There were 56 property damage accidents, 15 injury accidents and 30 private property accidents. There were 5 motorcycle accidents and one (1) fatality investigated by the State Highway Patrol. Of the above accidents there were 17 hit-skip accidents and there were 8 accidents that occurred as a direct result of alcohol and/or drugs. There were 2 bicycle accidents and 0 pedestrian accidents. The MPD investigated 11 accidents involving juveniles resulting in one (1) reported injury. There were 52 motor vehicles towed by the MPD, this being 24 less than same time last year. Of the above tows, 29 vehicles were towed from traffic accidents, 3 for traffic offenses of some type, 8 as a direct result of an arrest, 11 for parking violations and one (1) recovered stolen vehicle. The traffic officer mailed 7 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 11 title searches to the state of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 11 motor vehicles. The traffic officer issued or acted upon 23 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 10 parking citations. As of the last day of the month there were 19 motor vehicles sitting upon the Police Impound Lots. Of the 19 vehicles, several are waiting for court order to dispose of them. ENGINEERING: ANNEXATION: Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing was held in City Council chambers on April 9, 2008 at 7:00 p.m. The annexation was approved by the Commissioners at their April 9th meeting. The Township has filed an appeal on the Commissioners decision. Approval was denied by Judge Sinclair on July 25, 2008. The Township has filed an appeal with 5th District Court of Appeals. The decision was reversed on June 30, 2009. Annexation was re-filed with Commissioner’s office on November 19, 2009. Hearing scheduled for February 10, 2010 at 7:00 p.m. in the Tuscarawas Township Hall. Petition was withdrawn on February 9, 2010 and the public hearing was canceled. Filed on March 11, 2010. Public hearing was held on Thursday, June 10, 2010 at 7:00 p.m. in the Tuscarawas Township Hall and was denied by the Stark County Commissioners. The City filed an appeal on July 7, 2010 on the Commissioner’s decision. US30 Richville Drive Area Annexation: Petition filed on April 22, 2010. Commissioners set hearing for May 26th at 1:30 p.m. Vote was tabled and approved by Commissioners on June 2, 2010. Approved by Council for acceptance at the August 2, 2010 meeting. Currently at the County to be recorded. Sibila Family LLC Annexation: Petition filed on June 9, 2010. Commissioner’s hearing set for August 25, 2010 at 6: 00 p.m. Hearing re-scheduled by the Commissioners for September 7, 2010 at 1:30 p.m. BRIDGES: Tremont Avenue Bridge: Construction has been completed for this project with Stark County currently closing it out. Harsh Avenue SE Box Culvert Replacement: The survey work is 100% design 70% completed. 17th Street NE Bridge: Currently in the planning stages of analysis to replace this structure. The survey work is 100% completed. Design 70% completed. SANITARY SEWERS: 27TH Street/Bison Avenue Sanitary Sewer: The design work is 99% completed. This project would be completed to assist the proposed Ports Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design work is 95% completed. This project was submitted to OPWC for the funding which was not approved for 2010. Will resubmit for future funding years. State Avenue Sewer Rehab: Beginning survey and preliminary design work on replacing a portion of the sanitary sewer. The design of Phase 1 and Phase 2 is 90% completed. Sanitary Manhole Rehab Project: Compiling information on reports of sanitary manholes that need replaced. WWT Plant report from February 2010 show approximately 20 that are in need of repair. Bit of Eden Sanitary Sewer Extension Project: Currently analyzing options to extend sanitary sewer to this site. It is proposed to extend approximately 600 L.F. of 8” sanitary sewer to the Bit of Eden site to assist the proposed Bit of Eden Area Annexation. Construction plans for the extension were completed by Civil Design Associates, Inc. Griffith Sanitary Sewer Replacement Project: Beginning survey work and preliminary design to replace approximately 1600 L.F. of sanitary sewer. Survey & design is 80% completed and will be submitted to OPWC for the funding year 2011. STREETS: Wales RDSR 241 Resurfacing: Resurfacing from Lincoln Way to Hills & Dales will be done in 2009 with a grant from ODOT and local funds. The City received $151,000.00 from the Municipal Road Fund. The bid opening was held August 11, 2009. Superior Paving was awarded the contract and began work the week of September 21, 2009. Intermediate course of asphalt has been placed. Construction has stopped work for the winter and will commence work in March 2010. The surface course was placed May 24, 2010, striping on May 26, 2010. Punch list items have been completed and currently awaiting a final inspection from ODOT. 9th Street SW Resurfacing: The City has received 50% of the funding from OPWC for this project. Bids opened July 20, 2010. Superior Paving is the apparent low bidder. Due to the local match constraints, this project will be completed in 2011. Main Avenue Resurfacing: SCATS has approved to apply the funding for this project to the Tremont Avenue SW Project. Alternative funding sources will be sought to complete this project. Augusta/Cyprus Repairs: Miscellaneous roadway repairs have been targeted and several options have been put together. Currently seeking funding. Tremont Avenue SW Improvement Project: The project consists of pavement planning and resurfacing, drainage and sanitary structure rehabilitation, ADA compliant curb ramps and pavement markings. Project limits are the west end of the Tremont Bridge to approximately 200 feet west of 22nd Street SW. The project is being funded through SCATS and Stark County Municipal Road Funds. Bid opening was held June 17, 2010 with Northstar Asphalt, Inc. as the successful low bidder. A pre-construction meeting was held on July 23, 2010. The contractor began work on July 26, 2010. Work is 40% completed. 2010 Street Resurfacing Program: Project currently out to bid with a bid opening date of July 20, 2010. Northstar Asphalt Inc. was the successful low bidder with a bid of $198,501.00. Contractor began week of August 30th. 2010 Target Area Resurfacing Program: Project currently out to bid with a bid opening date of July 20, 2010. Superior Paving Materials, Inc. was the successful low bidder with a bid of $112,887.50. Contractor to begin the week of September 7th. SUBDIVISIONS: Centennial Village: Preliminary plat and rezoning approved by Planning Commission February 13, 2002. Revised preliminary approved May 8, 2001. Plans approved. Final plat approved by Planning Commission and Council. Plat recorded. Site work began week of September 23, 2002. Sanitary completed and tested. Roadway installed week of May 5, 2003. Easements relocated. Street signs installed. Bond transferred to Roseman Construction. Punch list items to be completed. Cherry Springs No. 1: Plat submitted and approved March 2006. Plat approved by Planning Commission and Council March 2006. Plat recorded. Homes being built. Cherry Springs No. 2: Planning Commission April 2006 and council May 1, 2006. Plat recorded. Earthwork began week of October 9, 2006. Sanitary sewer installation began week of December 18, 2006. Sanitary completed. Testing started February 21, 2007. Woodland Creek: Preliminary plat approved. Plans approved by City and by EPA. Plat for condo phase recorded at County. Condominiums are completed. MISCELLANEOUS: SR 241/Tremont Intersection Improvements: ODOT approved grant. Design is being completed by URS Corporation and the City of Massillon’s Engineering Department. Construction is anticipated to begin in 2011. Made corrections to plans per ODOT comments. Will be submitting to OPWC for the anticipated cost increase not covered by current ODOT grant. 27th/Lincoln Way East Intersection Improvements: ODOT approved grant. Design is being completed by URS Corporation and the City of Massillon’s Engineering Department. ME Companies is beginning the right-of-way acquisition process. Construction is anticipated to begin in 2011. Made corrections to plans per ODOT comments. Beginning right-of-way acquisition. Will be submitting to OPWC for the anticipated cost increase not covered by current ODOT grant. Storm Water Managements Plan: Currently working on dry weather screening of outfalls. Storm Water Mapping: 96% completed. SE drawings completed/SD drawings. Subdivision Mapping: 50% completed PS drawings/SD drawings. Editing to include subdivision information: replats, vacations, dedications. Sanitary Sewer Mapping: 96% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 22% completed. Editing files to include pipe length and slop/material. Currently researching all septic locations within the City. GIS: Completed transferring items to ESRI. Setting hyperlinks. Modifying display and addressing and permit, maps. Continuing to update. Adding traffic signals, signs inventory, elevation work for flow on sanitary, sanitary septic areas. Website: The Engineering Department website has been completed and will be updated on an ongoing basis. Analyzing and updating current maps. Levee Infrastructure Repair: Awaiting the final report from the Army Corps of Engineers that will detail the extent of the project. Survey 80% completed. Reviewing different options of repairs. Preparing construction plans which are 70% completed.
COMMUNITY DEVELOPMENT: 1. The CD Department spent most of the month working on the City’s Community Development Block Grant (CDBG) Program Consolidated Annual Performance and Evaluation Report (CAPER) for the FY2009 CDBG Program Year that ended June 30th. These documents report, in considerable detail, the accomplishments and activities undertaken by the City using CDBG funds during the program year period. 2. The CD Department continued work on the implementation of its Neighborhood Stabilization Program (NSP). NSP Housing projects are underway on Park SE, Gibson SE, 4th Street SW and South Street SE. The City has also awarded NSP contracts for the demotion of 37 vacant, deteriorated and/or fire damaged dwelling units. The City has learned that due to Congressional passage of the recent banking reform legislation those additional Federal funds will be made available for another round of NSP. As with the current NSP grant, Massillon will not qualify for a direct allocation from HUD, but will instead wait for guidance on seeking funding from the State of Ohio’s allocation of NSP funds. The additional NSP round was funded at approximately 25% of the original program amounts. 4. A ground breaking ceremony was held and construction began on Bradley Place senior apartments, at the site of the former Eagles Lodge on Tremont Avenue S.E. The City is providing $35,000.00 in CDBG-R (Stimulus) funds to provide the sidewalks at the project site of the proposed downtown senior housing project. The City also worked with Stark County to provide $100,000.00 in HOME funding to assist this development.
HOUSING: The Department received approximately forty (40) calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. One person was referred to Community Legal Aid Services, Inc. for legal advice. This office has not started monitoring advertisements listed in the classified section of the local newspaper for possible discrimination. We will start up as soon as possible. We have received two (2) additional applications for the Home Buyers Assistance Program. We have now a total of five (5) in the office. One (1) closed, four (4) have been pre-approved by the area lenders and two (2) of them have found homes, two (2) are still looking. We have two (2) that are in the process of inspections so that the residential rehab standards (RRS) items can be completed on the homes. One (1) of these homes was purchased in February 2010 and we needed to wait until funding came in. Names and addresses are being accumulated on waiting lists for people who are interested in participating in the Housing Rehabilitation and grant programs. The waiting lists are organized. Applications will start up in September on the Rehab program.

PARKS: 1. Oak Knoll Park: The wading pool has closed for the year. Solid year of attendance, especially, in July. We had some rentals for birthday parties. Preparing for the Virginia Graeme Baker act prior to next season. 2. Reservoir Park: Tree removal was completed and trimming has taken place throughout park. 3. Playground Safety Surface: The crew was able to finish all of the playgrounds within the park system in June and during August we touched up most of the parks. 4. Park Mowing: Mowing continues at all parks with the lack of rain late in the month we have been able to keep up with the weeding and grass cutting. 5. Ball Diamonds: The crew is doing a great job in trying to get the fields in much better condition this year. There have been very few issues or complaints regarding their appearance. We are working on getting a demo piece of equipment to do some ball field closing pep for next year.
GOLF COURSE: 1. Operations: Operations have been going very well for one of the busier months that we have had this year. 2. Maintenance: The crew main objective was making sure the course was able to look and play well without the lack of rain. 2. Club Legends: Amanda Hernandez was hired in a part time capacity and has worked out beyond expectations. Our revenue has increased and the golfer’s satisfaction as it relates to F&B is at an all time high. 3. Outings/Banquets: Still working on inviting as many outings as we can. We are finding it much easier to attract potential outings because we are operating the food and beverage aspect of the course.
SENIOR CENTER Activities: *Picnic in community Park – steak fry. 90 Attended. Music, BINGO and Friendly’s sundaes. Weather hot but a nice breeze through the pavilion. *Chorus entertains at the nursing homes each Wednesday except the 2nd. *Van trip to the Farm at Walnut Creek. *SARTA held two (2) public hearings at the Center. *Two (2) of our volunteers collected donations at the Monday night concerts that went back into the city music fund. They have been doing this for about five (5) years. Volunteer Hours: July – 1,151.5; August – 1,030.5. Director: *Attended two (2) SARTA Board meetings. *Attended Massillon Commission to Advance Literacy meeting.

FIRE: The Department responded to a total of 357 alarms, this being an average of 10.6 alarms per day. There were 110 fire alarm and public service calls and 247 rescue and EMA calls. The total estimated fire loss was $42,000.00. There were no fire-related casualties this month but there were 4 civilian injuries. 7/4/2010: the Fire Department provided EMS protection at the Picnic in the Park. 7/5/2010: the Red Cross had a blood drive at Station No. 1. 7/8/2010: I attended the monthly LOGIC Board meeting. 7/16-21/2010: I attended the Ohio Fire chief’s Conference in Sandusky, Ohio. 7/28/2010: I attended the quarterly LEPC meeting. I attended the Ohio Fire Chief’s Conference. It is imperative that we plan for a training officer so that we are prepared for the firefighter certification educational requirements beginning in 2010. Massillon Fire Department will be required to establish a training program and keep up to date and accurate training records. To my knowledge, every annual report for the past 16 years has indicated the need for a training officer. It is long overdue. This is the same paragraph I wrote in July of 2008 and 2009. Training is being planned and undertaken at York Elementary School until such time as it is razed. Other Fire Departments such as Jackson and Perry Townships have been invited to train as well.
