MAYOR’S MONTHLY REPORT
JUNE 2009
FIRE: The department responded to a total of 354 alarms, this averages to 11.8 alarms per day. There were 47 fire alarms, 27 public service calls and 280 rescue and EMS calls. The total estimated fire loss was $34,000.00. There were no firefighter or civilian injuries due to fires. 6/5/2009: The department attended the memorial service of Captain James “Marty” Hall from the Canton Fire Department. Units were sent to be part of the procession and department members staffed their fire stations during the service so that Canton Firefighters could attend the service. I would like to thank IAFF#251 (Massillon Professional Firefighters Union) for volunteering to help staff Canton Stations 2,7 & 8. 6/9/2009: I met with representatives from 21st Century Financial Planners to discuss the possibility of making presentations to our employees. 6/11/2009: I met with staff members from Jackson Township to discuss the possibility of sharing EMS billing expenses in the event Massillon Fire Department begins EMS Transport. I also attended the Governance Board meeting for County-wide dispatch. 6/17/2009: I attended the Stark State College Advisory Board meeting. 6/6/2009: The department attended the Ohio Safety Fest at Clay’s Park. The Tower was used for a demonstration and Fire Prevention materials were handed out. 6/19/2009: I met with Joe Concatto, the Program Manager for County-wide dispatch to discuss concerns. 6/20/2009: The annual Cruise-On-In and Dance Show was held. The department covered the needs of the City well and responded to several EMS incidents at the show itself. I believe the safety plan we have in place is a good one. 6/25/2009: Labor arbitration was held. Hose testing is finishing up. We are planning and coordinating training experiences with North Lawrence Volunteer Fire Department in order to promote interoperability. The River Rescue grant is currently under way and the Hazardous Materials Grant has allowed us to train 9 employees to be Hazardous Materials Technicians.

TRAFFIC CONTROL: The MPD issued a total of 147 traffic citations, this being 12 more than same time last year. The MPD made 8 arrests for OVI, this being 2 less than same time last year. Radar citations totaled 10, this being 4 more than same time last year. The MPD handled a total of 89 traffic accidents, this being 1 more than same time last year. There were 48 property accidents, 18 injury accidents, there were 23 accidents that occurred on private property. Of the above accidents there were 14 hit-skip accidents. There were 5 accidents that occurred as a direct result of alcohol and/or drugs. There were 0 pedestrian accidents and 3 bicycle accidents. The MPD investigated 16 accidents involving juveniles with 6 injuries. There were 3 motorcycle accidents and no fatal accidents. There were 54 motor vehicles towed by the MPD, this being 14 less than same time last year. Of the above tows, 30 vehicles were towed from traffic accidents, 6 for traffic offenses, 11 as a direct result of an arrest, 6 for parking violations and 0 recovered stolen. There was 1 miscellaneous towed vehicle. The traffic officer mailed 2 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 2 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 6 motor vehicles. The traffic officer issued or acted upon 9 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 5 parking citations. As of the last day of the month, there were 22 motor vehicles sitting upon the Police Impound Lots. Of the 22 vehicles, several are waiting for court order to dispose of them. ENGINEERING: ANNEXATION: Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing was held in City Council Chambers on April 9, 2008 at 7:00 p.m. The annexation was approved by the Commissioners at their April 9th meeting. The Township has filed an appeal on the Commissioners decision. Approval was denied by Judge Sinclair on July 25, 2008. The Township has filed an appeal and currently awaiting a ruling. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permits from Norfolk Southern & RJ Corman Railroads. Plans have been submitted to ODOT for approval. Anticipated bid opening is in April 2008. AT&T began their relocation work. Bids will be opened May 1, 2008 at the Stark County Commissioners office. Bids received were more than 10% over the engineer’s estimate and therefore the project must be re-bid. A request has been submitted to SCATS to increase the City’s portion of the funding. SCATS approved additional funding for the City in the amount of $450,000.00. Also, the County has increased its’ share by the same amount. This project was re-bid and bids were opened on July 3, 2008. Beaver Excavating was the successful low bidder with a bid of $3,735,809.67. It is anticipated that work will begin in March 2009. Pre-construction meeting was held September 17, 2008. Norfolk Southern Railroad has approved a temporary crossing and has begun installation. Beaver started construction on March 2, 2009. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. Pre-construction meeting is set for April 7, 2009. Ramp closures began May 2009 and the bridge is currently under construction. 32nd Bridge Replacement: Survey work has been completed and the design is 100% completed. This project will replace the existing bridge structure with a concrete box culvert. Other components of the project are the relocation of sanitary and storm sewers and street resurfacing within the project limits. OPWC approved the funding request. Project will commence in 2009. Currently preparing bid documents. Aqua Ohio will be relocating a portion of water line in May of 2009. Bid opening July 7, 2009. Harsh Avenue SE Box Culvert Replacement: The design and survey are 70% completed. SANITARY SEWERS: 27th Street/Bison Avenue Sanitary Sewer: The design work is 98% completed. This project would be completed to assist the proposed Ports Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design work is 90% completed. NeoCom Sanitary Trunk Sewer Extension: This project will be tied into the recently constructed South Massillon Trunk Sewer and will serve the northern portion of the NeoCom Industrial Park. The design is 100% complete. This project was submitted to OPWC for funding and was not approved. Seeking other funding sources for construction in 2009. OEPA has approved the PTI. The City was awarded $95,000.00 in stimulus funding and is currently preparing bid documents. State Avenue Sewer Rehab: Beginning survey and preliminary design work on replacing a portion of the sanitary sewer. The design work is 55% completed. STREETS: Wales Rd/SR 241 Resurfacing: Resurfacing from Lincoln Way to Hills & Dales will be done in 2009 with a grant from ODOT and local funds. Applied for Municipal Road Funds through Stark County for the local share of the project. Project to be bid in July 2009. 9th Street SW Reconstruction: Currently compiling survey data and design work is 60% completed. 2009 Street Resurfacing: Compiling street list. Bid
in July 2009. 2009 Target Area Street Resurfacing: Compiling street list. Bid in July 2009. 2008 Lincoln Way W/Lincoln Way E. Project: Bid opening was held on July30, 2008. The apparent low bidder was Superior Paving, Inc. with a bid of $254,346.47. Currently, preparing contract documents. Pre-construction meeting held September 4, 2008. The paving portion of this project will be completed in the May of 2009. Superior started manholes and catch basins in April 2009. Paved week of May 18th. Stripping completed May 26th. Developing punch list. Main Avenue Resurfacing: Resurfacing plans 100% completed. The City has received money as a result of the stimulus package for this project. This project will be constructed in early 2010. Augusta/Cyprus Repairs: Preparing documents for miscellaneous repairs. COMMUNITY DEVELOPMENT: 1. The City’s FY2008 CDBG Program Year ended June 30th. The City is awaiting word from HUD regarding both its 2009 CDBG Application as well as its application for an additional $195,062.00 in CDBG_R Stimulus funding. The CD Department will now begin the process of preparing the City’s annual CDBG performance and evaluation report for submission to HUD. 2. The City continued preliminary work on its Neighborhood Strategy Program (NSP) Program, which is being funded by the state of Ohio. Massillon has been allocated $1,578,149.00 in NSP Funding by the state. This money will be used for: 1) purchase & rehabilitation of foreclosed homes; 2) establishment of land banks; 3) demolition of blighted structures; and, 4) re-development of vacant or demolished properties. The CD Department completed the environmental reviews for its various NSP-funded activities and is awaiting state clearance and release of funds so that the program can begin. The CD Director and Housing Director attended an NDP training on property acquisition and NSP recordkeeping requirements. The CD Director attended a workshop by the Ohio Historic Preservation Office on Section 106 review requirements under a Programmatic Agreement. 3. The City is also working with the City of Canton on an application for NSP Round 2 funding. NSP 2 was authorized under the Federal stimulus bill and unlike NSP 1, this is a competitive grant program geared for large areas. For this reason, Canton is putting together a consortium of communities and organizations to apply for NSP 2 funding. 4. The Site Plan Review Committee met to approve the site plan for Shearer’s Foods new manufacturing facility to be constructed in NeoCom Industrial Park.
HOUSING: The department received approximately 80 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper for possible discrimination. The investigation is continuing regarding the housing discrimination case filed with the Ohio Civil Rights Commission (OCRC) concerning handicap and race charges. I participated in the Community Building Partnership (CBP) of Stark County Operating Committee meeting. During this quarterly meeting, we discussed the Director’s report, updates on all CBP activities which included the financial report and the 2009 technical assistance reports. I also participated in a conference call in order to discuss a technical assistance report that included suggestions about the development of a method for offering homeownership opportunities in Stark County. Aane Aaby and I participated in a Neighborhood Partnership Grant Program meeting to award funds to neighborhood residential associations. The City, Stark Community Foundation and Health Foundation of Greater Massillon provide funds to assist the associations with their many worthy causes that help improve their neighborhoods. The groups are very appreciative of this funding and support. I attended the 10th anniversary celebration and conclusion of Walnut Hills basketball camp. The event was very well attended by residents. I continue to meet and work with representatives from Canton and Stark county on preparing to develop an Analysis of Impediments to Fair Housing. This document was originally prepared in 1996 and was updated in 2002. We have prepared a Request for Proposals (RFP) and bids are due July 31, 2009. I attended the grand opening of Wilson Pointe Senior Apartments in Canton ABCD, Inc. partnered with The NRP Group LLC in order to develop the 40-unit senior community development housing. Its location in and around downtown Canton will make easy access to public and community services. This complex is similar to the one to be developed here in Massillon. I participated in a Family Economic Success (FES) Coalition/Board meeting. We re-evaluated the operations for 2009-1010, discussed financial activity of the organization, upcoming meeting dates and plans for the new tax season. I participated in Stark County Interagency Council on Homelessness (SCICH) Evaluation Committee meetings. We completed evaluations for the 2009 Continuum of Care (CoC) HUD funded Homeless Prevention Programs. The application will be sent to HUD for funding approval. These agencies and programs are crucial for individuals and families facing homelessness. Aane Aaby and I attended the Ohio Conference of Community Development, Inc. (OCCD) training session regarding the implementation of the Neighborhood Stabilization Program (NSP). The state will be providing funds to local governments to assist with problems caused by foreclosed, abandoned or vacant properties. This was the best conference I have attended about NSP. We obtained practical information to assist in implementing the program. I participated in the Stark County Community Action Agency (SCCAA) Governing Board meeting. The various committees, departments and the Executive Director provided reports regarding the agency’s activities. This agency provides services to low income Stark County residents. I participated in the Stark County Housing Trust Fund (SCHTF) Board meeting. This was the first meeting with the consultant who will be helping to determine if a dedicated funding source is available and how to pursue such a source. I participated in the Western Stark Free Clinic Board of Directors meeting. The President, various committees and staff provided reports. In these difficult economic times, demand for service has increased, but funding is decreasing which presents problems for the agency. However, they are dealing with the struggles. Down payment assistance was provided for 1 client and 6 clients were approved to participate in the Home Buyer’s Assistance Program. Two (2) applicants were approved to participate in the Emergency Housing Rehabilitation Program, 4 contracts were signed, 4 projects were completed and 2 inspections were requested. Two (2) applications were accepted for the full Housing Rehabilitation Program, 1 contract was signed and a pre-construction meeting was conducted for another project.

SEWER/WASTE COLLECTIONS: Our new customers numbered 25 and we had 23 customers whose service was discontinued. We picked up extra items for customers at 170 locations at an additional cost of $1,322.50. The Waste drivers have been issued route books to use as a reference to determine which residences pay for Massillon Waste service. All waste customers were notified of this change by mail. INCOME TAX: Collections were up 4.57% from same time last year. Income tax collections for the year are up 2.28%. Employee withholdings were down 3.3% from same time last year. Business profits were up 54.7% and taxes received from individuals were up 1.6%.

PARKS: 1. Union Negotiations: The City is still in Union negotiations with our unit. We are currently working without side council to help settle the issues. 2. Vandalism: a.) Restrooms fixtures destroyed at Oak Knoll; b.) 4 locks have been replaced at Park buildings; c.) Restrooms at South Sippo, Reservoir, Community Bottoms have bee spray painted; d.) Signs/Buildings at Furnas, North Sippo, Reservoir, South Sippo have been spray painted; e.) 4 picnic tables/4 trash cans have been destroyed; f.) Fields turfed at Community Park. 3. Wading Pool: Open and currently operating. 4. Lights at Genshaft: Currently being completed. 5. Parks Mowing: Keeping up with the weekly mowing and trimming. 6. Capital Projects: Due to the budget constraints no capital projects/vandalism repairs/equipment repairs are occurring at this time.
GOLF COURSE: Golf Course Maintenance: 1. New roof was started on the Club House and has not caused any interruption of play at the golf course. 2. Projects (drainage, turn-a-rounds, flower beds) are still underway on the course and they are working to have completed in early July. 3. Fertilizing and general upkeep were all completed in June. 4. Working on the boulevards to make aesthetically pleasing. Club House: 1. Pro Shop – everything is going really well this year, patrons pleased with inventory choices and pricing. 2. Play has been steady and we are trying to push afternoon play during the week and evening play on the weekends. 3. Club championships and other club events are underway and have had good participation. 4. Junior golf lessons started and we have 22 participants. Miscellaneous: 1. Still working with Club Legends regarding the food and beverage contract. Work continues with other golf courses to try to bring more golfers to Stark county to make us the “golf county of Ohio”. Still trying to get commitments from golf outings. 2. The Massillon Booster Club and the Downtown Massillon Association canceled their scheduled outings and went to the Elms.
SENIOR CENTER: Activities: *Held food stand for the cruise in. Had 4 shifts of workers and because of rain did not open until 12:00 noon. Very busy all day and hopefully made a profit as this was a fund raiser for the Activity Club. *Writing class ended their spring session. Each participant was given a very nice booklet of stories they had written. *Our birthday dinner was held on June 29th with 85 people present. The theme was Hawaiian and we had hula dancers for entertainment along with some seniors they recruited to show off some of their hula talents. *May and June have been very busy months with activities at the Center and all the personal activities that occur for seniors with graduation, weddings, vacations and friends visiting. We are looking forward to the Picnics in the Park one of which will be a circus. Volunteer Hours: June – 785.5. Director: On vacation June 18th – 12th. Attended four (4) SARTA meetings as we interview for a new CEO. Attended one seminar at Hartville Kitchen. Attended Massillon Area Community Civic Trust Award Luncheon.
EEO: The Manager of the WWT Plant retired on June 30th and an interview committee conducted interviews to find his successor. Mr. Ulrich has managed the WWT Plant in an exemplary fashion for the past 12 years and his leadership will definitely be missed. On July 6th, an offer was extended to Keith Bledsoe to replace Mr. Joe Ulrich as Plant Manager. The EEO Director wishes to congratulate Mr. Ulrich and wish him the best in his retirement. The EEO office researched and updated the City’s Policy in regard to Revised Code 102.01 (Public Officers-Ethics) as the rules pertain to the acceptance of “Anything of Value” by a Public Employee.
