POLICE: Arrests: Total Adult Arrests 61; Total Juvenile Arrests 11; Summons/Citations Issued 27. Incidents: Total Calls 1,791; Security Checks Performed-Residences & Business Locations 134; Incident Cases Reported 61; Crimes Against Property Reported 78; Crimes Against Persons Reported 107; Accident Reports 82; Traffic Citations Issued 100; Alarms 123; Miles of Road Patrol (Mileage from previous month) 46,885. TRAFFIC CONTROL: The MPD issued a total of 100 traffic citations, this being 35 less than same time last year. The MPD made 11 arrests for OVI, this being 2 less than same time last year. Radar citations totaled 2, this being 5 less than same time last year. The MPD handled a total of 82 traffic accidents, this being 2 more than same time last year. There were 44 property damage accidents, 14 injury accidents, no fatal accidents and 24 accidents that occurred on private property. Of the above accidents mentioned, there were 9 hit-skip accidents and there were 4 accidents that occurred as a direct result of alcohol and/or drugs. There were 0 pedestrian accidents. There was one bicycle and 0 motorcycle accidents. The MPD investigated 9 accidents involving juveniles resulting in 3 reported injuries. There were 41 motor vehicles towed by the MPD, this being 23 less than same time last year. Of the above mentioned tows, 22 vehicles were towed from traffic accidents, 10 as a direct result of an arrest and 9 for parking violations. There were no recovered stolen or misc. tows. The traffic officer mailed 5 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 4 title searches to the state of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 4 motor vehicles. The traffic officer issued or acted upon 15 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 8 parking citations. As of the last day of the month, there were 10 motor vehicles sitting upon the Police Impound Lots. Of the 10 vehicles several are waiting for court order to dispose of them. ENGINEERING: ANNEXATION: Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing was held in City Council Chambers on April 9, 2008 at 7:00 p.m. The annexation was approved by the Commissioners at their April 9th meeting. The Township has filed an appeal on the Commissioners decision. Approval was denied by Judge Sinclair on July 25, 2008. The Township has filed an appeal and currently awaiting a ruling. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permits from Norfolk Southern & RJ Corman Railroads. Plans have been submitted to ODOT for approval. Anticipated bid opening is in April 2008. AT&T began their relocation work. Bids received were more than 10% over the engineer’s estimate and therefore, the project must be re-bid. A request has been submitted to SCATS to increase the City’s portion of the funding. SCATS approved additional funding for the City in the amount of $450,000.00. Also, the County has increased its share by the same amount. This project was re-bid and bids were opened on July 3, 2008. Beaver Excavating was the successful low bidder with a bid of $3,735,809.67. It is anticipated that work will begin in March 2009. Pre-construction meeting was held September 17, 2008. Norfolk Southern Railroad has approved a temporary crossing and has begun installation. Beaver started construction on March 2, 2009. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. Pre-construction meeting is set for April 7, 2009. Ramp closures to begin May 2009. 32nd Bridge Replacement: Survey work has been completed and the design is 100% completed. This project will replace the existing bridge structure with a concrete box culvert. Other components of the project are the relocation of sanitary and storm sewers and street resurfacing within the project limits. OPWC approved the funding request. Project will commence in 2009. Currently preparing bid documents. Aqua Ohio will be relocating a portion of waterline in May 2009. Harsh Avenue SE Box Culvert Replacement: The design and survey are 50% completed. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: City is investigating odor control solutions. Tertiary filters have been put on line. The Law Director has entered into contract on behalf of the City with the law firm of Bricker & Eckler LLP to deal with the change orders submitted by Kokosing and also remaining items to complete the contract. A draft of the odor control study has been completed. Final payment has been made to Kokosing. A mediation took place at the offices of Bricker and Eckler on May 7, 2008. Results of the mediation were that the City would settle with Kokosing for an amount of $525,000.00 and would received back 10% of any net monies Kokosing would obtain from a pending arbitration with CTI. The City received a supplemental loan in the amount of $525,000.00 from the Ohio Water Development Authority which was added to the total current loan amount. The City is seeking compensation from the tertiary filter manufacturer in order to optimize the filters. A trial is set to take place in the spring of 2009. 27th Street/Bison Avenue Sanitary Sewer: The design work is 98% completed. This project would be completed to assist the proposed Poets Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design work is 90% completed. NeoCom Sanitary Trunk Sewer Extension: This project will be tied into the recently constructed South Massillon Trunk Sewer and will serve the northern portion of the NeoCom Industrial Park. The design is 100% completed. This project was submitted to OPWC for funding and was not approved. Seeking other funding sources for construction in 2009. OEPA has approved the PTI. Applied for stimulus funding. State Avenue Sewer Rehab: Beginning survey and preliminary design work on replacing a portion of the sanitary sewer. The design work is 45% completed. STREETS: Wales Rd/SR 241 Resurfacing: Resurfacing from Lincoln Way to Hills & Dales will be done in 2009 with a grant from ODOT and local funds. Applied for Municipal Road Funds through Stark County for the local share of the project. 9th Street SW Reconstruction: Currently compiling survey data and design work is 60% completed. 2008 Street Resurfacing: Project was out to bid. The bid opening date was August 13, 2008. Since bids were over 10% of the Engineer’s estimate, the project will be re-evaluated and re-bid. Due to the lack of funds, this project will be re-bid in 2009. 2008 Target Area Street Resurfacing: The bid opening date was August 13, 2008. Project will be awarded to J.D. Mining Inc. located in Magnolia OH. Currently preparing contracts and documents. Pre-construction meeting held September 30, 2008. Begin week of November 3, 2008 and completed. Punch list items will be completed in the spring of 2009.2008 Lincoln Way W/Lincoln Way E Project: Bid opening was held on July 30, 2008. The apparent low bidder was Superior Paving, Inc. with a bid of $254,346.47. Currently preparing contract documents. Pre-construction meeting held September 4, 2008. The paving portion of this project will be completed in May of 2009. Superior started manholes and catch basins in April 2009. Main Avenue Resurfacing: Resurfacing plans 100% completed. The City has received money as a result of the stimulus package for this project. This project will be constructed in early 2010. SUBDIVISIONS: Ballinger Estates: Preliminary plat approved by Planning Commission November 10, 2004. Plans submitted and approved. Sanitary sewer plans approved. Final plat approved by Planning Commission June 22, 2005. Council approved July 5, 2005. Plat recorded. Grading and utility construction completed. Houses are completed. Roadway installed week of April 10, 2006. Punch list items completed and released to City October 20, 2008. Ballinger Estates Phase No. 2: Preliminary plat approved by Planning Commission December 13, 2006. Final plat approved by Planning Commission 2/21/07. Rezoning passed by Council. Design and survey of intersection 90% completed. 27th/Lincoln Way East Intersection Improvements: ODOT approved grant. To be constructed in 2009. Design and survey of intersection 90% completed. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. Storm Water Report: Submitted 2008 report to OEPA. Storm Water Mapping: 96% completed. SE drawings completed/SD drawings. Subdivision Mapping: 50% completed PS drawing/SD drawings. Editing to include subdivision information: replats, vacations, dedications. Sanitary Sewer Mapping: 96% completed. COMMUNITY DEVELOPMENT: 1. The City’s FY2009 CDBG Budget is currently undergoing 30 day review prior to final approval by City Council. The CDBG application must be submitted to HUD by May 15th. The FY2009 Program Year begins July 1st. In addition, as part of the Federal Government’s Stimulus Program, the City will be receiving an additional $195,062.00 in CDBG funding, to be used for projects that can get underway within 120 days. This funding will be provided through an amendment to the City’s current FY2008 CDBG Program. The City is awaiting HUD instructions on how to apply for these funds. 2. The City is awaiting notification from the state regarding our application for Neighborhood Strategy Program (NSP) funding. The NSP Program will provide funding to local communities for dealing with foreclosed and abandoned properties. Massillon has been allocated $1,578,149.00 in NSP funding by the state. This money will be used for the following activities: 1) purchase & rehabilitation of foreclosed homes; 2) establishment of land banks; 3) demolition of blighted structures; and, 4) redevelopment of vacant or demolished properties. 3. The CD Department has submitted to the Ohio Department of Development a Petition to re-establish the City’s downtown Community Reinvestment Area (CRA). Under the CRA, the City will be able to offer tax incentives to encourage rehabilitation and redevelopment of structures within the designated area. 4. The CD Director participated in the Health Foundation of Greater Massillon meeting to review and approve Neighborhood Partnership Program grants to local neighborhood associations. The City provides CDBG funding to assist with this program. The Health Foundation of Greater Massillon and the Stark County Foundation also provide funding for neighborhood partnership grants. 5. The CD Director participated in a neighborhood improvement workshop sponsored by Community Building Partnership of Stark County. The Massillon workshop focused on the neighborhoods on the City’s south side and included a bus tour of Ballinger Homes, Walnut Hills and other SE Massillon neighborhoods.
HOUSING: The Department received approximately 70 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. It was necessary to intercede with several difficult landlord/tenant situations this month. Thankfully, the end results were positive. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper for possible discrimination. I participated in a housing discrimination mediation. A representative from Ohio Civil Rights Commission, the complainant, respondent and I met to discuss charges and possible settlement conditions regarding handicap and race discrimination. Since the parties were unable to reach an agreement, the case will be continuing. I participated in the Stark County Housing Trust Fund Board meeting. We entered into a contract with a consultant to help locate a dedicated funding source. I participated in a conference call with the Community Building Partnership (CBP) Operating Committee to discuss funding requests and other matters. I attended the CDBG public hearing regarding allocations for the 2009 fiscal year. Several organizations were in attendance and provided input regarding the allocation of funds. They were very appreciative to the City for providing funding for their agencies. I participated in the Family Economic Success (FES) Program Advisory Board Committee meeting. We discussed FES updates, financial activity and reviewed Articles of Incorporation for submission. Later in the month I attended the FES 3rd annual volunteer appreciation luncheon to recognize people who have helped make the 2008 tax season a success. Many Massillon families took advantage of FES’ services through free income tax preparation. Aane Aaby and I attended a meeting hosted by the Health Foundation of Greater Massillon. The purpose of the meeting was to allocate funds to the City’s neighborhood groups through the Neighborhood Partnership Grant Program. We received requests from two (2) associations which hadn’t previously received funding, Franklin Village and Friends and Neighbors of Springhill Settlement. Both groups were funded. I participated in the Stark County Housing Task Force Planning Committee meeting. We discussed future topics to be considered for the Task Force and other housing related issues occurring in Stark County. I attended the Walnut Hills Residents Association meeting. Upcoming activities for the organization were discussed that included plans for an Easter egg hunt and several summer activities including a basketball camp and community policing. Fair Housing Board members Esther Bryant and Monica Graves, as well as, Kitty Yingling and I attended the 2009 Fair Housing Awards Luncheon sponsored by the Stark County Association of Realtors. Awards were presented to an individual leader, realtor, lender and an organization for their efforts and support of Fair Housing. The speaker was Community Legal Aid’s Executive Director, Sara E. Strattan, who spoke about foreclosures and their mediation program, which helps people avoid foreclosure. Aane Aaby and I participated in a meeting and tour of S.E. Massillon neighborhoods with National Neighborhood Strategist David Boehlke several community leaders and people from the neighborhood. The residents provided valuable comments. I participated in a Stark County Community Action Agency (SCCAA) Governing Board meeting. The various committees, departments and the Executive Director provided reports regarding the agency’s activities. I met with the Executive Director and the Home Weatherization Assistance Program (HWAP) Director to help increase weatherization services to eligible Massillon residents. Our office sent letters to people on the Housing Rehabilitation waiting list to take advantage of this opportunity. Their agency offers numerous valuable programs to the community. I participated in the Western Stark Medical Clinic (WSMC) Board of Directors meeting. The President, various community and staff provided reports. As Chairperson of the Nominating Committee, I held a meeting in preparation of the board meeting and upcoming election. Four contracts were signed for the Emergency Housing Rehabilitation program, two applications were approved to participate in the program and one project was solicited for bids. Four applicants were approved to participate in the Home Buyer’s Assistance Program and three new applications were accepted. One project was bid for the full Housing Rehabilitation Program after conducting a write up review meeting. One project was completed and two are progressing. Inspections were requested for one project.

SEWER/WASTE: Our new customers numbered 26 and we had 14 customers whose service was discontinued. We picked up extra items for customers at 150 locations at an additional cost of $1,106.00. SENIOR CENTER: Activities: *Income tax filing for seniors and low-income families. (E-file) ended with 390 taxes being filed in February, March and April for a total of 11 weeks; *Bowling team held their banquet with 70 in attendance. They now go to bowling Wednesdays only until the middle of August; *Saturday evening Euchre party resumed; *”Write The Stories of Your Life” class begins spring sessions on Mondays; *Van trip for lunch to Anthes Restaurant and to Donzells Nursery for a breath of spring; *Chorus resumes entertaining for nursing home residents and interested groups; *Men’s breakfast enjoyed by 27 who heard Ernie Lehman speak about the local bike trails. EEO: The EEO Director was present at the Civil Service Commission meeting where the Commission discussed and moved on the open WIC position at the Massillon Health Department. I was on the Interview Panel for the selection of a new employee that will fill the position of WIC Supervisor. The panel interviewed two very highly qualified candidates. The chosen candidate was Erin McGuire. “Congratulations” Erin and Welcome to the Massillon City Workforce. This office received an inquiry from a Stacey Murczkiewicz inquiring about the WIC position, however, her interest came at a time that was past the deadline for submitting an application. This office shall update the recruitment files and insure that we enlarge our areas of recruitment in order to attract a wider range of qualified candidates for future City positions. The EEO office performed a review of the records of Scassa Asphalt, Inc. to determine their compliance to the Prevailing Wage standards. A problem that arose with the contractor’s submittal of their Employment Utilization report was reviewed and corrected. The company is deemed in compliance.

FIRE: The Department responded to a total of 312 alarms, this averaging to 10.1 alarms per day. There were 51 fire alarms, 23 public service calls and 238 rescue and EMS calls. The total estimated fire loss was $61,750.00. While there were no fire related deaths, there was one civilian injury. There were no firefighter injuries. 3/3/2009: I participated in interviews for the position of Program Manager for the County-wide 911 Dispatch Center. 3/5/2009: I attended the NIMS 300 class in Plain Township. 3/10/2009: I attended a meeting of the Ohio Safety Fest Committee at Clay’s Park. The Safety Fest is scheduled for June 6th and 7th at Clay’s Park. Interviews continued this afternoon for the position of Program Manager for the County-wide 911 Dispatch Center. 3/19/2009: I attended the Stark County Fire Chief’s Executive Board meeting at Canal Fulton Fire Department. Annual fit-testing of SCBA masks and N-95 respirator masks was undertaken. We did find that one firefighter was not able to fit into the medium size masks and a mask was purchased for him. The Department continues to explore the possibility of staffing a single fire station with crews from both Jackson Township and Massillon.
