MAYOR’S MONTHLY REPORT

TRAFFIC CONTROL: The MPD issued a total of 118 traffic citations, this being 47 less than same time last year. The MPD made 17 arrests for OVI, this being 4 more than same time last year. Radar citations totaled 7, this being 6 less than same time last year. The MPD handled a total of 83 traffic accidents, this being 5 less than same time last year. There were 41 property damage accidents, 20 injury accidents, no fatal accidents and 22 accidents that occurred on private property. Of the above accidents, there were 14 hit-skip accidents and there were 5 accidents that occurred as a direct result of alcohol and/or drugs. There were 0 motorcycle and 2 pedestrian accidents. The MPD investigated 15 accidents involving juveniles resulting in 5 reported injuries. There 65 motor vehicles towed by the MPD, this being 23 less than same time last year. Of the above tows, 33 vehicles were towed from traffic accidents, 3 for traffic offenses of some type, 15 as a direct result of an arrest, 13 for parking violations and 1 miscellaneous tow. The traffic officer mailed 2 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 6 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 6 motor vehicles. The traffic officer issued or acted upon 18 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 11 parking citations. As of the last day of the month there were 22 motor vehicles sitting upon the Police Impound Lots. Of the 22 vehicles, several are waiting for court order to dispose of them. Summary: Accidents 33 YTD 113; Traffic 3 YTD 4; Parking 13 YTD 28; Arrests 15 YTD 28; STL/REC 0 YTD 1; Misc. 1 YTD 2. METERMAID: Total number of tickets issued 188; By parking enforcement 167; By police officers 10; Towed vehicles with tickets 11. Outstanding tickets 665. Total number of PAID violations 164; Number of parking permits issued 236. Revenue received from PAID violations (includes hearing fees) $1,850.00; Revenue received from parking permits $1,245.00. Total Revenue: $3,095.00.
ENGINEERING: ANNEXATION: Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing was held in City Council chambers of April 9, 2008 at 7:00 p.m. The annexation was approved by the Commissioners at their April 9th meeting. The Township has filed an appeal on the Commissioners decision. Approval was denied by Judge Sinclair on July 25, 2008. The Township has filed an appeal with 5th District Court of Appeals. The decision was reversed on June 30, 2009. Annexation re-filed with Commissioner’s office on November 19, 2009. Hearing scheduled for February 10, 2010 at 7:00 p.m. in the Tuscarawas Township Hall. Petition was withdrawn on February 9, 2010 and the public hearing was canceled. Re-filed on March 11, 2010. Public hearing set for Thursday, June 10, 2010 at 7:00 p.m. in the Tuscarawas Township Hall. Hendricks Area Annexation: The petition was filed with Stark County on September 22, 2009. Public hearing was held December 1, 2009 and the annexation was approved by the Commissioners. Currently in 60 day waiting period. Acceptance and rezoning to Council April 5, 2010. BRIDGES: Tremont Avenue Bridge: The installation of the fencing has been completed and the roadway is now open to traffic. The contractor has some work to finish in the spring that will be completed by maintaining traffic. Finefrock Road Bridge: Ramp closures began May 2009 and the bridge is currently under construction. Completion estimated to be July 2010. The north side of the structure has been completed with the south side remaining closed through winter. The contractor was back on site and began work in March 2010. Harsh Avenue SE Box Culvert Replacement: The design and survey are 70% completed. 17th Street NE Bridge: Currently in the planning stages of analysis to replace this structure. SANITARY SEWERS: 27th Street/Bison Avenue Sanitary Sewer: The design work is 99% completed. This project would be completed to assist the proposed Poets Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design work is 95% completed. This project was submitted to OPWC for the funding, which was not approved for 2010. Will re-submit for future funding years. NeoCom Sanitary Trunk Sewer Extension: This project will be tied into the recently constructed South Massillon Trunk Sewer and will serve the northern portion of the NeoCom Industrial Park and also Shearer’s. Bids were opened August 27, 2009. The successful low bidder was Wenger Excavating, Inc. out of Dalton with a bid amount of $104,561.00. Construction began October 7, 2009 and clearing began October 28, 2009. Project is 100% completed. Including sewer testing. Currently compiling punch list items. State Avenue Sewer Rehab: Beginning survey and preliminary design work on replacing a portion of the sanitary sewer. The design of Phase 1 and Phase 2 is 90% completed. Noble Place Sanitary Sewer Replacement: Project will replace the existing sanitary sewer and improvements to the roadway and installation of storm sewer will also be completed. This project was submitted to OPWC for the funding which was not approved for 2010. Will re-submit for future funding years. Wales Rd/SR241 Resurfacing: Resurfacing from Lincoln Way to Hills & Dales will be done in 2009 with a grant from ODOT and local funds. The City received $151,000.00 from the Municipal Road Fund. The bid opening was held August 11, 2009. Superior Paving was awarded the contract and began work the week of September 21, 2009. Intermediate course of asphalt has been placed. Contractors stopped work for the winter and will commence work in March 2010. The surface course will be placed in the spring of 2010. Superior Paving hopes to have Wales completed by June 1, 2010. Barbicas (sub) is to begin the week of April 19, 2010 on sanitary manholes and storm manhole casting replacements coordinating with the WWTP and CVS on repairs and curb replacement. 9th Street SW Resurfacing: The City has received funding for this project and it is anticipated to be bid out in the summer of 2010. The City has also applied for Municipal Road Funds to assist with the project costs. Sanitary Manhole Rehab Project: Compiling information on reports of sanitary manholes that need replaced. WWTP report from February 2010 show approximately 20 that are in need of repair. STREETS: Main Avenue Resurfacing: Resurfacing plans 100% completed. The City has received money as a result of the stimulus package for this project. This project will be constructed in 2010. The City has also applied for Municipal Road Funds to assist with the project costs. SCATS has approved to apply the funding for this project to the Tremont Avenue S.W. project. Alternative funding sources will be sought to complete this project. Augusta/Cyprus Repairs: Miscellaneous roadway repairs have been targeted and will be currently evaluating this project. Tremont Avenue SW Resurfacing: This project was submitted to OPWC for the funding, which was not approved for 2010. Reviewing alternative funding options. SCATS has approved the funding for this project and currently working with ODOT for approvals. Project cost estimate is $551,000.00. It is anticipated to bid this project in the summer of 2010. SUBDIVISIONS: Centennial Village: Preliminary plat and rezoning approved by Planning Commission February 13, 2002. Revised preliminary approved May 8, 2002. Plans approved. Final plat approved by Planning Commission and Council. Plat recorded. Site work began week of September 23, 2002. Sanitary completed and tested. Roadway installed week of May 5, 2003. Easements relocated. Street signs installed. Bond transferred to Roseman Construction. Punch list items to be completed. Cherry Springs No. 1: Plat submitted and approved March 2006. Plat approved by Planning Commission and Council March 2006. Plat recorded. Homes being built. Cherry Springs No. 2: Planning Commission April 12, 2006. Council May 1, 2006. Plat recorded. Earthwork began week of October 9, 2006. Sanitary sewer installation began week of December 18, 2006. Sanitary completed. Testing started February 21, 2007. Design is being completed by URS Corporation and the City of Massillon’s Engineering Department. Construction is anticipated to begin in 2010. Made corrections to plans per ODOT comments. Right-of-way acquisition has been authorized by ODOT. 27th/Lincon Way East Intersection Improvements: ODOT
approved grant. Design is being completed by URS Corporation and the City of Massillon’s Engineering Department. ME Companies is beginning the right-of-way acquisition process. Construction is anticipated to begin in 2010. Made corrections to plans per ODOT comments. Beginning right-of-way acquisition. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. Storm Water Report: Currently preparing 2009 report to submit to OEPA. Storm Water Mapping: 96% completed. SE drawings completed/SD drawings. Subdivision Mapping: 50% completed PS drawing/SD drawings. Editing to include subdivision information: replats, vacations, dedications. Sanitary Sewer Mapping: 96% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 18% completed. SEWER/WASTE COLLECTIONS: Our new customers numbered 28 and we had 18 customers whose service was discontinued. We picked up extra items for customers at 131 locations at an additional cost of $1,655.00. The Waste Department is ready to receive bids for a new waste packer. This new truck will be a welcome addition to our fleet. Upon receipt, it should also help to reduce the cost for repairs. INCOME TAX: Collections were down 12.38% from same time last year. Total tax collections for the year of 2010 were down 15.79%. As always, these figures were balanced with the Auditor’s Office. Employee withholdings were down 14.02% from same time last year. Business profits were down 11.46% and taxes received from individuals were down

COMMUNITY DEVELOPMENT: 1. The City submitted a preliminary budget for the FY 2010 Community Development Block Grant (CDBG) Program Application. A public hearing on the budget will be held in April. Agencies and organizations who submitted funding applications have been notified. The FY 2010 CDBG Application must be filed by May 15th. The FY 2010 CDBG Program year begins on July 1st. 2. The CD Department continued work on the implementation of its Neighborhood Stabilization Program (NSP) which is designed to provide funding to local governments to deal with the problems of foreclosed and abandoned housing in areas of greatest need. The City has executed an NSP contact agreement with Habitat for Humanity to construct six (6) new homes in Columbia Heights. The NSP Project being undertaken by ABCD on Pearl S.E. is underway. The NSP Project in which TriDoc will construct five (5) new homes on Gibson Avenue S.E. will begin as weather permits. The City is near completion with the first NSP funded demolitions of vacant, deteriorated and/or fire damaged dwelling units. A second round of demolition will soon be underway and a third round of demolitions is also in the works. 3. The CD Department completed and filed with the state the City’s enterprise zone program annual performance report. All companies with existing enterprise zone agreements reported on jobs created and/or retained, taxes paid and abated and total project investment. This annual report will be reviewed by the City’s Tax Incentive Review Committee, whose recommendations regarding company performance will be submitted to City Council for review and approval. 4. The CD Director is also managing the housing rehabilitation projects currently underway in the City’s Housing Department, as well as answering citizen calls on fair housing and landlord/tenant issues. The City is in the process of hiring a Housing Director. 5. The Site Plan Review Committee reviewed site plan for a Taco Bell Restaurant to be constructed in the Menard’s center and the site plan for a CVS Pharmacy to be located at the northwest corner of Lincoln Way East and Wales Road.

FIRE: The department responded to a total of 301 alarms, this averaging to 10.8 alarms per day. There were 78 fire and public service calls and 223 rescue and EMS calls. The total estimated fire loss was $44,525.00. There were no casualties or civilian injuries due to fires. There were 2 firefighter injuries. 2/1/2010: I applied for an EMS Grant for training. 2/4/2010: I attended the LOGIC Board meeting. 2/10/2010: I attended a meeting for the annual Car Show event. 2/18/2010: I attended a meeting of the Stark County Governance Board. 2/23/2010: I attended a meeting of the Stark County Haz Mat Team Executive Board. Much of the month was spent writing grants for EMS in general and new heart monitor technology for cardiac patients. The department has asked City Council to consider purchasing a new ambulance to replace one of the 1997 models that has been deteriorating progressively and they have responded. We appreciate their recognition of our situation with regard to the EMS fleet.
